There is a small power slot above the ALT 7 option on your power tray. It goes there, then as soon as something attacks you or you hit an npc the energy form should activate.

Most are passive and do indeed activate upon entering combat. You won't really see any difference other than some sort of effect around your character. They don't go in any slot.

For most of the frameworks there are 2 energy forms. One is passive and can be slotted in the appropriate passive slot. Then there is usually a clickable energy form. Sometimes the energy forms stack. The clickable energy form can be used to break free of holds and roots.

The small one is a slot because you have to choose what power to put in there - especially if you have two - they're called 'slotted passives' after all.
