We have 3 accounts and only 2 are allowing Celestial as a choice. One of the ones that has it allowed is barely a week old and only one character on it barely out of the tutorial. The one that doesn't have it is about two weeks old and has 2 char's on it the highest being 14.

What gives? My searchfu is apparently lacking.

Note: It's ****ing off the player of that account sufficiently enough to jeopardize all 3 accounts. Please advise.

Are they full accounts, not demos or trials or anything?
