Another problem is i don't know what talents would be best for this say build.

While I love Dual Blade, I have heard many say that since the majority of the attacks are focused on hitting multipal opponents, that it is more a PvE power tree than PvP. Still interested in what you come up with though.

That's not really 'Dual Blades', and it looks like it will be your main damaging attack, so I wouldn't really call it a dual blades set. You also lack Crippling Challenge, which I think you'll find out quickly is one of the most important things in PvP. Acrobatics rank 2 has faster in-combat movement than 3, so, I think you can see how that'd be better. Get yourself Versatility, and you'll be pretty hard to keep up with. I also see that you have enrage. Now, unless you are statting strength with gear, that damage boost will be next to useless. I'd scrap it for another, more useful power. Bountiful Chi Resurgence will help keep you healed.

Maybe skip storm harvest and take LR rank3 ..and switch on regen if needed (when you are stced or else)

As the poster above said, not sure you will use your dual sword powers as they are good in pve aoe ...but in pve ...they don't hit hard and fast enough.
