The heal jumps from 350ish to almost 500 per 2 seconds from rank 1-3. Which is why so many people see it as a cheese power. KB resist can't be documented. Without an advanced descriptor its impossible to know.
I want to say Dmg resist goes up by 6%. Somewhere in that neighborhood.

The fact that CoPD at rank 1 outheals regeneration at rank 3 with recovery as a super stat. Thus a lot of people view it as a cheese power. ie if you use it, you're a cheese ++++.
Personally I have no gripes with the power in PvP. 4 times out of 5 youre going to get spanked if you pull it out. But it essentially neuters 99.9998% of PvE.

And considering 98% of the playerbase is too busy trying to be their own hero instead of working as a team, CoPD was practically made a requirement for tanking. That and it increases threat generation. I've been drilling it home people need to specialize more in the SG, and now that people have been the teams have been steamrolling. We got DPS Avengers, buff and healing supports and of course tanks. A few are still playing in balanced but people are still leaning into specialization more.

From what I've seen it's really good at slowing down your ability to level, because it forces you to set up in one spot and do a long and involved dance with making enemies come to you.
From a gameplay standpoint, it's sneaky good development on Cryptic's part. They're making people take longer to level.
The ONLY reason I kept it ... was to face cosmics. I think it gets less use than my perpetually bugged Conflagration at this point.

I actually kind of like that, though. Fighting to stay inside the circle is more fun than just taking a fire and forget defensive passive.

I just solo'd Vipers Nest in its entirety. Every mob, every Mission and all three legendaries. How? CoPD. Rank ONE nonetheless lol.
Honestly the only mobs I've ever had issues with are the rats on MI. Beacause they spawn underneath you which forces you out of the circle.

The content dies faster when you can move around. Especially with a fire character like he one I have CoPD on.
Like I said, I keep it around for things that hit horribly hard, like cosmic villains. Other than that, things die faster when I can move around.
