I'm trying to make a 2 handgun build that is viable and can hold its own in dps. i dont mind going a bit off theme for accessories (mini mines) but not for sniper rifles and such. I took force eruption to get some space and the 20% damage boost while using lead tempest, Evanescent Emergence for the enrage bonuses i get with bullet ballet. any advice is quite welcome. I'm 37 atm so the order of powers aint rly an issue.

1) Force Shield without Force Sheathe advantage is a waste. Take the one point off 2-Gun (Acc Meta) and put it into Force Sheathe; it will do more for you energy-wise.
2) In your explanation you mention Bullet Ballet, but don't actually show it in your build. If you do take it, I hear that the Not WIthout Incident advantage turns it from a weak into a mediocore power.
3) You spend a lot of advantage points on click/long cooldown powers (Lock and Load; Masterful Dodge; Resurgence) and also 4 points to rank up both travel powers, but don't rank your block enhancer up. I'd look to take Force Shield to rank 3, especially with regen as my passive.
4) Do you have experience with Lead Tempest after launch? In CB it was a lot of fun, but not exactly a stellar AoE. Or are you using it primarily to get the enraged buff?

Dual pistols is a very viable theme when used with a crit heavy build. My lv 40 character is dual pistols for damage, sorcery for support. Two gun mojo, bullet ballet, and lead tempest can all do major damage.
Bullet Ballet upped to rank three can be a great single target attack as long as you perform it's full sequence. At 40, The final hit can, and often does, crit for around 1500 damage. The 8 previous hits are for around 200, 350 when they crit. On average, it's around 3000 damage for a three second attack with spikes of over 4000. The fact that it can apply a root as well means you usually don't have to worry about what you're attacking moving away.
I have Two Gun Mojo at rank 2 with Crippling Challenge on it in my current build. On it's two second maintain, it'll hit for around 2000+. It's usually my secondary single target attack, which I mostly use to grab aggro if I'm tanking in PvE, or to break shields and gun down people that I can't lock down in PvP.
Rank 3 Lead Tempest will hit for around 200 each tick, 400 when they crit. One 3 second maintain is almost always enough to wipe out a group of minions, so it ends up being a rather effective AoE.
If I run in my offensive build with Focus of the Unleashed Tempest as my passive, these numbers go way up as well.
I would definitely agree with Scarlyng that Force Sheathe for Force Shield is a great way to spend an advantage point. It makes that block way better and will definitely return more end overall than AM on a power.
This is my current build, which I've tried to stick rather close to my concept for. It's specced for PvE primarly, with a couple PvP pick ups. Don't pay too much attention to the order I picked things, since this was respeced into. My leveling build was a little different, as it didn't include things like Circle of Primal Dominion and Focus of the Unleased Tempest.

I’m uncertain whether you want to PvE or PvP, but for PvE, TGM is excellent and great fun. Your build looks fine the way it is but I would advise getting something for an alpha strike just to shorten kill time or to even up the odds a bit.
Also for PvE, TGM doesn’t lock you down. I tend to forget about that. Basically if the melee mobs can’t touch you then their dmg is reduced significantly. So good fun to dance around them while throwing tons of lead at them :D

Does EVERYONE take regeneration? Starting to remind me of CoX. Is lightning reflexes a bad choice?

Regen is great at low levels, the majority of most characters lives [and I'm sure many characters aren't played as much past level 24-25], and medium good at high level.
It also has excellent synergy with the Block mechanic, making it a very friendly defense to pick in terms of just being easy to use, and keeps you playing rather than waiting between spawns.
