i have issues with a Mod/CSR decision on the board. Who is next in line to adress the case and to escalate this issue?

Best bet. Call the customer service/billing number and ask for a supervisor.

Just PM the mod in question if it's a mod - ask to escalate. They do get overwhelmed with stuff, try not to take it personally if someone made a bad call.
If it's an in-game issue, one of the reps here can escalate the issue if you give details.

If its about something on the forums, pm StormShade. I believe he's the one in charge. If your problem is with StormShade, then I don't know what to tell you.

Edit2: I don't trust PM messaging. I'd rather like to get an email, anyone of you got something for me in this regard? Calling CSR is kinda difficult. It would be a call from Europe...
