Rank 2 and Rank 3 of "Frag Grenade" under the Munitions power set have the same description and same damage as Rank 1.

All state they do the same damage with the same blast radius.

Rank 1 Frag Grenades are doing the listed 64~ damage to level 1 targets in the power house and so are Rank 3 Frag Grenades, and just for the sake of argument, yes, rank 2 is the same as rank 1 and 3.
