i just have to ask, i haven't ever tried it, but i have never seen anyone with it.....is it good at all? is it just a crappy DOT that is always on?

Currently...it's a poorly executed power. I'd stay away until it gets a revamp.
It's a crappy dot, that you have to remain in melee range...that isn't on until your target is already hurting. Combined with the fact that it takes up your passive slot and it's just worth avoiding until it gets a review and revamp.

The main reason anyone uses it is because the DOT it causes prevents healing, including regen.

i haven't tried it, but it lowers all healing, not just heals over time, so in teamed pvp a character with this could be good at setting targets and canceling out that targets support, and i thought it was whoever you were attacking + people in melee range not just people in melee range

Haymaker has a nullifying punch advantage that has the same healing debuff effect, and is a hard hitting tap attack at rank 1. If your going to be in melee anyway its generally easier to debuff with a haymaker tap than to follow your victim around with a cloud.

I tried it out on one of my characters for PvP in an attempt to counter the mass healing/survivability. Needless to say, it didn't work out.
The range is melee, the second they step out of that range they're healing is completely restored, there is little or no linger on the effect. At most you are going to prevent maybe 1-2 ticks of regen/heal cast and the damage component is abysmal, it might as well not even be there. You also lose your passive slot, so you have gimped damage output/survivability.
