Those stats are fine for Fire I use them. I use fire form when I want to put on some heavy heat damage but if I want a bit of a standing chance i use Regen since Regen is recovery based. The Presence is kinda weak though I mean its only helpful in PVE which is kinda crappy compared to the other stats that help with both but if you plan to do alot of PVE with a group Presence is a necessity.

Personally I'd stay with fire form and for survivability pick up a heal that scales well with presence. Arcane vitality fits that criteria and it has a fire based graphic to boot. Once you have a good heal, any stats beyond your super stat cap would go to presence. Since it improves your damage via fire form and your survivability via healing. Though going the regen route is equally viable.
If you can't find your primary stats on gear, there is always the filler of constitution. I don't see dexterity and ego providing enough benefit, since critical hits are hardly reliable unless you stack quite a bit of gear. As far as intellect and endurance, if you want more energy pick one or the other not both.
As far as the best stats for a framework not being the ones recommended in the documenation, the effect of stats and skills that scale with specified stats where added late in the development cycle. Not all the consequences of those changes have been addressed yet. For instance, alot of frameworks that rely on crowd control list ego as a suggested stat. That is because the ego stat used to innately improve crowd control.

You could go end/rec or the recommended pre/rec. Earlier levels I think End is better because everything costs so much darned energy and pre is only good fro fire form and thermal reverb and you could go with ice form with end/rec and get the same damage bonus's as fire form. Later on though presence is good if yah mix fire/healer together. Matter what you do you'll want to keep your end up there just so you can finish a conflag or fireball.
