I'm confused... What exactly does Target Computer do that makes it worthwhile for teaming?

It gives you a chunk of energy everytime you use a power-armor attack.
Every 4 seconds.
Every 4 seconds.

I mean, if this was any other game, I'd think it'd be providing a to-hit accuracy bonus, but every attack hits in this game... so... :/
Of course, it's possible the description is just messed up.

"You can work well on your own or in a team thanks to your multi-weapon target framework and "Targeting Computer".
It's not exactly the most clear sentence in the world, but I ten to think it's indicating the computer works better in a solo setting, but multi-weapon targeting is good for a team setting. Or it's just ******** fluff. Take your pick.

PA End builder stops giving end when you have other PA powers toggled on, the targeting Computer pretty much replaces the end builder. With out it on a pure PA build you damage cycles would look like this
Energy build to full
Start toggle powers till empty
Energy Build to full
Toggle
rinse
repeat
The Targeting Computer lets you maintain those toggle powers longer.

As is, Targetting Computer is a piece of rubbish to be avoided.

Get Force Sheathe and Invulnerability, and the few times you don't have enough aggro for incoming damage to negate your energy problems entirely, your energy builder can cover that without wasting a power slot AND shooting your survivability all to Hell.

First off, it's NOT true that it locks on to a target after five seconds of causing damage. Rather, it locks after after five seconds of activating a PA power on the target. This is a significant difference, especially for powers like Shoulder Launcher which has a long delay between activation and damage.
Second, just because it does not fit your playstyle does not mean it does not fit ANY playstyle. Suggesting that it is a piece of rubbish to be (unconditonally) avoided is rather narrow-minded. What if you play mostly on a team with a tank, where Invulnerability is next to irrelevant? What if you're taking things slow and steady and using Circle of Primal Dominion, and so need more damage and endurance recovery rather than more defense? What if you're consistently fighting mobs a few levels higher, and they consistently take just over 5 seconds to defeat?
There are situations where Targetting Computer is useful. I'm not saying it couldn't be rebalanced to be better, but dismissing it out of hand as "a piece of rubbish" is certainly a little over the top.

don't forget the damage resistance debuff that TA applys on the target. its not just energy.. its more damage for anyone who shoots at the targetted enemy. So yeah. PA works very well in every group because he can debuff the enemys.
PA debuffs are: Targeting Computer, Minigun with Teflon coated Rounds, and Chest Beam. And all these debuffs are general damage debuffs not just ego or fire etc.
