okay, Nanobot swarm skill description says amongst other things that it heals a certain amount over a period of 16 sec.
This amount is increased at lvl 2, and at lvl 3.
First off, I've tested it, and it doesent heal anything at all.
2nd, I figured the *special circumstance, would perhaps be the advantage that rejuvinating injectors - that says it adds a HoT to it.. BUT, why in that case does the heal amount keep scaling at rank 3, since it is impossible to have both rejuvinating injectors and rank 3 of this skill.
it would cost 6 points.
Am I completely missing something here?

Yes, it's not supposed to heal but to reduce cooldown...

Yes you have to take rej ingectors for it to apply the hot which sadly means you will not have it at rank 3 if you do.

thats a strange description if so, why would the healing numbers keep scaling at rank 3, when there no possible way to have healing at rank 3

The same reason half the tier1 advantages cause the powers to do less damage if you take them.
The same reason crafted "On kill" proc devices do nothing at all.
The same reason gear defense values were accidentally halved in a patch and deployed to the live servers despite people screaming about it on the Public Test forum.
The same reason we had a patch the other day that flat out broke mob damage so Villain class mobs were one and two shotting players and most people thought it was just another "balancing pass" by the developers.
Because the game is in paid beta, that's why.
This is the cue for an irate fanboy post about how good the launch was, and how these things are to be expected in a new MMO.
Keep accepting this type of thing without comment or protest, or worse yet saying that it's how product should be released, and watch the state of things NEVER CHANGE. It's now considered acceptable in this market to just release product when it's about half finished, and that's bull ****. Try doing that on a console or for a strategy game and see what happens.
