Currently I am playing a character that is as follows (want to be viable pvp & solo pve)

Other powers Im interested in picking up are: Eye of the Storm, Dragon's Wrath, Resurgence, Lead Tempest, Energy Shield, Bullet Ballet and Sword Cyclone. My biggest problem is my superstat selection, I choose Dex first because it seem logical with the powers I wanted, buy Im not sure what I should go with. Most people say Ego b/c it goes with Dex but I was wondering if I should go Con or Rec to help Regen. I am a player that prefers to stay alive vs massive crits so I am leaning towards Dex/Con but would this hurt my dps significantly or will it still feel powerful. Slso didn't know if Dex/Rec would be better b/c it increases regen. Any info would help alot, I searched the forums but can't find much info on Dual Blades or Munitions that are not Dex/Ego superstats. Thanks

I would go Dex/Ego/Rec. With End where you can (gear).

If you are going to take essential DB powers like Dragon's Wrath and Sword Cyclone, you will want to put Grinning Ghost on Rain of Steel for the Heightened Focus buff, or choose Focus of the Unleashed Tempest for the same Heightened Focus buff. You want Dragon's Wrath so you can apply Momentum buff to yourself which allows Sword Cyclone to generate energy, which in turn allows you to maintain it noticeably longer.

A lot of folks will tell you to ditch Lightning Reflexes for Regen, because Regen heals better out of the box. But it's been observed by a lot of folks with high level toons that LR scales very well with Dex and by about level 30l it is a very good passive defense.

One route you could go, is take Regen now, especially if you make Rec your tertiary stat, and then when in your 30's retcon back to LR (Rank 3).

Not all powersets need to crit a lot or for much dmg per crit, but I believe (as do many others) that DB and Munitions both are kind of in their prime element when critting often for for good amounts per crit.

Also, Masterful Dodge is a good "OH Sh*T!" power for getting out of those tight squeezes. It synergizes well with LR and i believe there is an advantage that lowers the cool down time.
