I've unlocked a lot of weapons and see many that can be bought through perks. Can I unlock costume stuff and then go make a new toon with the unlocked stuff?

If not, consider this my request to make it so. That was a great failing of CoH, requiring me to be high lvl and complete massive task forces before I could use certain costume pieces (Roman for example). If I do the work to unlock it, I'd like it unlocked across all toons on my account, please.

I know action figure unlocks are account wide, don't think weapons and or gear pieces are as this would totally ruin any chance at an ingame economy down the road.

That's more than a little hyperbole. There are a lot of other things to sell, and I'd much rather be able to earn costume pieces to use on other toons than have an economy based on the cosmetic stuff.

Oh i'm on the same page with you, id rather have them be account wide unlocks as well but it probably won't happen.

If one of unlocked costume pieces are grayed out what does that mean?

It means that the item can't be used for some reason.

For instance, my ice-build toon has 0 munitions or blade powers. That means that all my "weapon" slot items that affect blades or guns are grey, since I simply have no slot to put them in.

Powers are unlocked per-character. There are many threads about changing this. Go to suggestions and show your support!
