After having played quite a few characters up to about level 20, then either ditched them due to finding their powers boring/costume design not as good as I wanted, it's starting to get abit boring doing the exact same missions over and over, in what is mostly just 3 different areas.
I know it's too late now, but is how i would have designed the content brackets:
Level 1-5
Millenium City Tutorial Level. Upon completion of it once, an option in the champion builder appears, allowing you to skip it and start at level 5 at either Canada or the Desert.
Level 5-10
Canada (changed to be less snowy, more forest based)
OR
Desert (stays the same)
Level 10-15
Millenium city China Town
OR
Millenium City Residential
OR
Millenium City Down Town
Level 15-20
Luisiana Swamp (Re-uses the killer robot cowboys, but instead places them inside an abanonded theme park, located near/in a swamp)
OR
Stronghold Prison Breakout (which takes place at the North Pole)
Level 20-25
Nemesis Missions, based on the archetype of Nemesis you make. Each archetype would have 2 different locations that you can choose for the fight to take place.
Insane:
The Moon (new zone, Nemesis threatens to crash the Moon into Earth)
OR
Russia (new zone, Nemesis threatens to mutate wildlife into monsters and attack Europe)
Diabolical:
Hoover Damn (new zone, Nemesis threatens to blow up the damn)
OR
Amazon Rain Forest (new zone, Nemesis threatens to burn down the jungle)
Monsterous:
Australia (new zone, Nemesis threatens to summon an alien/demonic attack force)
OR
Italy (new zone, Nemeis threatens to syphon power from a nuclear power plant to increase their size/strength)
Level 25-30
Egypt (New zone, undead/occult theme)
OR
France (New zone, modern/mind control theme)
Level 30-35
Lemuria
OR
Monster Island
Level 35-40
Another set of Nemeis Missions, as your Nemesis has escaped from prison. Using the other choice of location for the setting, the final battle would result in you sending your Nemesis to Stronghold, only to be left a mysterious message about a new one...
Now, this isn't the most definitive list and some changes could be made, but I think this would help alot with diversifying the content. Most other MMOs, give you a choice of where to quest. Champions Online does at the very start, but you're only drawn back to those initial zones anyway.
This would also give extra scope for keeping the Nemesis missions as a bigger part of the end game PvE content too, with every 15-25 quests completed in each Nemesis area allowing you to unlock another.

Without going into the specifics of the types of zones, I definitely agree with this. (And I do like the specific ideas listed here, like Egypt, the Amazon, and others.)
As Cryptic adds more content, one thing I hope they keep in mind is that most players like frequent changes in scenery. For example, in a future content update I'd rather get three small new zones than one huge new zone. I realize that economies of scale probably make it easier to create one huge zone, but the extra variation in scenery would make it worth it.
And as this game lends itself to making lots of alts due to the variations in character development, another choice or two of starting areas would be good in a future content patch.
