Geezuss it is really starting to feel like you can't take a decent power in this game without it getting nerfed. Everyone here seems so frickin worried about someone else being overpowered that they're pushing hard to castrate any usefulness from a lot of these powers. Before we start going crazy with all the nerfing or toning down of powers, lets get some of the under-performing, or just outright plain useless powers fixed or improved. Then we check and see if the original "OP" powers really still are over powered, and make the adjustments then.
I'm getting sick and tired of getting a new power, or making a new character with a set of powers I like, then having those same powers bludgeoned. I would just go with a completely weak-sauce power/powerset in the hopes of it getting improved, but there really doesn't seem to be any evidence that improving or fixing powers is going to be a focus any time soon.
I also would like to point out how crazy it is to try and "balance" powers when not all of them are working correctly, or effectively. Since balancing implies a relationship with all the other powers how can you effectively balance without at first fixing the problem powers. Yes I know some powers are over powered, but to what degree is really difficult to tell without a reliable baseline of all powers and right now the game definitely is lacking in that.
I know you might be thinking "oh gawd another whine post/negative thread", but that's not really what this is about. I like this game, and hope to continue to like it, but I'm sick of getting a power, finding a way to work with it in my concept for my character, having success, then logging on to find things drastically changed.
Summary for those TL;DR tards: Fix the weak/broken powers and powersets first, before deciding what and how to balance the overly strong powers. Too much cry of "OP", and "devs this needs nerfed". Being paranoid about picking powers because they might soon be on the chopping block is no fun.

1) Please write more descriptive thread titles
2) When they normalize a power to bring it in line with the rest of the game, it is what it is. It does not make the power useless or unusable. Stop trying to design your character by only selecting the most overpowered and broken abilities and you will be better off. If you don't, your frustration will not end.

It can be frustrating to constantly have things change on you. At this point there is not much which can be done to prevent such changes as, I assume, they will make the game more enjoyable in the long term.
During this period of change I have found myself just enjoying playing what I like, regardless of the statistical results. Most of the designs I play are more with a theme, having a broad selection of powers some which might not appear to be the 'best'. This may mean I am not effected as much as a character who has cherry picked the strongest powers, but it does make it easier to deal with the changes.
All of the changes have not really nullified any ability, not including the non-functioning ones. Instead it just changes the difficulty level of play, so maybe now I can take on a little more or perhaps a little less. In the end it is just a game and we are only in the start, so lets try to give them a month or two to get things straight and see how their first 'event' in October goes.
If it is still bad then we can see it is a trend of service and make decisions on competency based upon what we have seen over time.

Welcome to an MMORPG. You just have to learn to accept nerfs because they'll be a regular part of your life if you choose to continue playing. The simple fact is, some powers need it. If you have one that you find OMG SUPER AWESOME compared to everything else, chances are it wasn't supposed to be that way and it'll be adjusted accordingly. If there was a power in the game that killed an entire zone in one shot, there would inevitably be someone complaining when it was fixed. :)

booooo hooooo, my mini mines don't one shot master villains anymore. or kill someone blocking at half health. whatever will i do, i might have to actually develop some skill at this game instead of just taking the most stupid over powered attack i can find and spamming it. booo hooo hooo.

i agree with the OP. fix the broken stuff before trying to balance.
in interviews cryptic talks about making extreme changes with the intent of later following up and bringing it back to where it needs to be. ffs, WHEN is this going to happen? stuff that was obliterated back in closed beta is still a joke. lvl 40 content and rewards are still broken and bugged, even as we have a great number of players now hitting 40 only to find disappointment.

I find the opposite much more frustrating. I pick all my powers based on the assumption that I'm going to want to use them. I've found more than one that was so overpowered that using anything else is just stupid. Frozen footsteps on ice wall is an example of this. I like the power but I stopped using it because it kills everything instantly and makes all of my other powers pointless. I really want to use the power so I hope they fix it.
