I have found while playing on my laptop at minimum settings that after a recent patch the effects sounds went away.

I have found that the sounds are being "triggered" by the visual effects. ie If you have "Visual fx quality" at Low I get no effects sounds. If I put it at Medium I get fighting effects sounds but no travel sounds. At High Visual fx quality I get all of the effects sounds.
