I just tried it and I don't understand why people like it. It only works in melee range which is useless in pvp, and since 90% of mobs have ranged attacks combined with the fact that you have to be aligned perfectly it's pretty lame in pve as well, even with the adv.
What am I missing here?

nothing, its garbage.
if mobs with melee attacks would always attempt to be standing in front of you maybe it would be useful, but most mobs even ones with melee attacks, just choose to stand 10 feet away from you making this ability worthless.
which is why sword cyclone was better.....until they killed that.
i made my DB char 30 mins after the game was released and had a lot of fun with him, but with this patch i switched to munitions because DB is dead now.

its all opinion so im not trying to say that there is no way anyone should ever like it, so if you do thats fine.
just personally i dont see it.
i wasnt even trying to hate DB but with the nerf to sword cyclone when i used my free respec i simply couldnt find enough DB talents i wanted to use to justify even being DB at all.
storms harvest is really the only db specific ability i like any more.
there are a couple of martial things i like still, like shuriken, thunderbolt lunge, bountiful chi, and smoke bomb.
but none of those require me to be in melee range, so i just added them to a munitions build

I don't have much trouble hitting things with it with my tank character. Not sure what this aligning issue you are talking about is.
I do run Iron Cyclone in my build though, advantaged to knock mobs toward me. So first I pull them toward me, then I chop chop.
I use the power one of two ways. I either maintain it for a long duration, to benefit defensively from the shielding (it doesn't give resists, it shields) and let mobs hurt themselves with the damage shield advantage or else I start it up and stop it relatively early on, then start it up again, to do more damage.
Wouldn't call it a great power and, overall, more defensive than offensive.

I'm in the "this power rocks" boat, personally. The advantage and damage resistance has seen me take down Master Villains and an assortment of henchies just by standing there and busting a move. (while Ego Sprites was happily ticking away, admittedly.)
And the Master Vill was about 50 feet away at the time. Enemies with super fast and/or maintained attacks just start melting with the advantage...

i was using this ability in OB, found it to be a big improvement over the rank 3, and it wasnt restricted to melee range either

But, yeah, those types of attacks lead it to do major damage. Love it when some high hp baddie suddenly keels over dead due to the advantage. But that doesn't happen super often. Most of the time, you kill safely, but not as fast as you could with other powers. Hence why I call it more of a defensive power than offensive.
It is a pretty good power, but I wouldn't call it great. A great one wouldn't taper off the non-advantage power it does quite as quickly as it does.

To quote my post on the EoS thread on page 4:
I'm only level 11 on my DB character at the moment, but I'm finding EoS to be an awesome ability, dealing solid damage when pulsed (so that only the first 3-4 hits are used) and providing incredible defense when maintained for more than a second. Does anyone know how this ability stacks with other abilities? Is EoS+Invulnerability truly equal to the sum of its parts? What about combining EoS with the hold-over effect of Force Field or the Laser Knight effect of Energy Shield?
And bare in mind, you need an enemy around to start it, but if that enemy dies or runs away you can continue to maintain it defensively as long as you'd like (well, about 3-4 seconds, whatever the max maintain timer is on it).

Blade Beyond the Veil is just awesome icing on the cake.
For PvP, you're far better off not using it at all.
