Question about sparkstorm - does using it as a toggle allow you to shoot off other attacks as well at the same time? can you move around while it is toggled?

I am level 17 elec please tell me what is the best place to put my talent points?

Yep, when it's a toggle you can move around and throw your other attacks as well. I'm quite fond of it, I don't know if it's optimal, but it can be a LOT of fun. Also, if you have the innate passive that causes you to regen energy when you give things charge, against a group of enemies you can often have it generate, rather than cost, energy. Its limited duration is a bit odd as a toggle, but still, I enjoy using it.

what is the duration?

I don't recall off the top of my head, 5 seconds or so, I want to say? It should say it on the power.

Is it the same duration as if you were just maintaining it?

I would have picked it up much sooner had I known about this!

besides electric personality should I upgrade it to rank 2 or 3?

Do you have any thoughts on the usefulness of lightning? I am asking a lot of questions, I know.... I just don't want to mess up my retcon...

Right now I am level 17 with:

Chain lightning r2
sparkstorm r2
electrocute
Energy form
Gigabolt w/ death arc

I guess i'll pickup the passive regen when i get to level 18

I also started stacking dex/ego instead of rec/end... I will probably fix that by stacking rec/end and kiss my crits goodbye :(

I like to PvP and PvE.

Just my 2 cents here:

I always respec out of Chain Lightning and swap in Lightning Arc. It's a channeled attack, but a strong one. Try to get the Never Strikes Twice? advantage ASAP and your Electrocute + Arc combo allows you to just butcher Villains and Master Villains while Sparkstorm kills off the henchmen. You can also advantage Electrocute to give a lightning debuff, which ups your damage even more. Later on, if you're having energy issues, you can pickup Chain again and pair it with Ionic Reverb as a quick way to grab some energy (but this might not be needed).

Once you have Sparkstorm (+advantage), Arc (+advantage), Electrocute and Gigabolt (+advantage) your attack chain is pretty set. Look at maybe grabbing EForm for groups, maybe Sheath to break holds and grab whatever else you need to fill out the build.

I love lightning. It seems to be underestimated here on the boards, but it is, hands down, the most endurance efficient single-target damage I've found. You have to have a healthy endurance pool, though, because it's at its best if you can chew through a mostly full sustain. Excellent DPS and DPE on anything but groups. I love grouping and big bossy guys, so it's a no-brainer to me.

Yes, electric personality's toggle duration is the same as its maximum maintain time on non-toggle, which is, I believe, 5 seconds as stated.

It has a ton of very helpful information about electric builds. One thing I noticed you don't have (which I learned about from the above thread) it Sonic Device... get it. It is amazing! You activate Sonic Device, which adds sonic damage and a stun effect to your next attack, wait for your power to recover, then do a tap Gigabolt attack. Everything is hit for extra damage plus stunned, which gives you time to either move in and turn on SparkStorm or do a full charge Gigabolt attack or whatever tickles your fancy.
