I know they nerfed the XP [like everything else] but in my opinion it's pretty ******* lame when I can't even use the rewards I get from quests because I'm not the right level and won't be for a while... It proves that the XP is 'off'.
Sure I can keep the item and keep doing quests until I level, earning other rewards I cannot use yet... but that's not the point here. When you complete a quest, the reward you get should be something you can actually use right away, at least most times.

Doesn't bother me at all. Provides incentive, and I know when I level I have some new equipment to use.
I think it is a good dynamic actually. Much better than having equipment below your level, and from an incentive standpoint to push forward, even better than equal level items. Certainly not worse, in my opinion.
When I get items I can't use yet from a quest, I have a place in the inventory I keep them, and when I level I go through and upgrade the items I can use. Part of my leveling ritual. Often when I buy items in the market, I will look for deals on items a level or two ahead of mine too, and keep those ready.

I agree.
I've been reaching for quests meant for level 21 characters just to get XP and have found myself with items I cannot equip at all. By the time I can equip them I find myself in the possession of another item that's better and it builds apathy in me.

I am, and I honestly don't mind. While I expect more content to be added, and that is absolutely required, I think it's fine that you get equipment appropriate to the level of the quest.

What concerns me about this isn't the surplus of equipment that I build up but the ability to eat through the content fast enough and with little enough progress that I actually have to start grinding to keep up with the mission levels.
The thought of having to grind a couple levels because I've burned through all my missions is horrifying. I think a serious PVP exp buff needs to happen or at least increase the frequency of run-up random missions and seriously increase the xp that they reward.

I think its dumb... If i can complete a lvl 31 quest when I am 28 I think I should be allowed to slot my drop.

I would much rather have an item that starts working at 25 when I am 24.
If I am halfway through level 24, that item is likely only good for half a level, before it is possible for me to find a replacement.
If I have the item in advance, it means I get to use it for the full level. This is a side effect of having level based items, which is standard in MMOGs these days.
While I appreciate that you want to use the item right away, from a practical standpoint I would much rather have it in advance so I got maximum use out of it. Imagine I finish a level 24 quest and I am 90% through 24. I get the item and then I hit 25 and I can get a better item. So i got little to no use out of it. If the item was 25, then I would be able to equip it shortly and get full use out of it.

My friend and I are playing together, we save some civillian and they happen to give ME a timed mission... I can't share it with my friend at all... why the hell not? What kind of moronic logic is this? He's RIGHT THERE... he's helping along... it makes NO SENSE. A lot of development nonsense I'm noticing but perhaps I'm more critical than your average player...

Isn't loot always attached to the level of the mission? When my 15 does a 16 mission she gets a 16 reward. pretty standard. handily, the mission selection screen tells you the level too. Nice of them. What I can't slot and don't want gets broken down at the craft table so I can make stuff I do want. The rest gets sold to a vendor or auctioned off. I really made a pile of resources this way.
