I was wondering if Champions Online has anything akin to radio mission like in City of Heroes (basically, randomly generated missions)?

Not really randomly generated missions. But there are civilian missions. If you just stand around in a place like in MC civilians will run up to you with missions to go stop XX in YY instance and such. There are also bank robberies that come and go and other things like that.
