I have a simple question, hopefully someone out there have an answer.
Has anyone experienced the video freezing up, followed by the following message:
"FATAL ERROR DIRECT3D DRIVER (ERROR CODE_OUT OF MEMORY) WHILE CREATING TEXTURE"
Okay before you think the obvious -- 1) I have more than enough memory, 2) I have the current [I believe] DirectX Drivers (the Game CD upon install provides them), Video Card is new and the drivers were downloaded/updated on 09/1/2009, 3) all systems' specs exceed the recommended, 4) my OS is WinXP32 also updated.
If anyone has been a victim of this error message, please provide your insight.

Mine has a pop-up that says something similar along the lines of "Couldn't create D3D device." Then I click OK, and it says Fatal Error!

What is your GPU's make, model and amount of video memory. Or just post a dxdiag report.

Hey Thax for the reply,
Video card is a ATI Radeon HD 4350 - 1GB Memory, I downloaded new video driver on 09/02/2009 -Catalyst Control Center w/drivers. It work fine on 09/02 -- prob ermerged on 09/03 after the alleged Server shut down for maintenance.

The update may have changed some graphical settings ingame. I suggest that you reduce the texture options if possible. With the limited memory interface your graphics card is being overstressed and cannot take advantage of the full 1GB of video memory. I barely can take advantage under ideal conditions...
The Radeon HD 4350 doesn't meet the recommended system requirements.

Your response is interesting to say the least. The Minimum Video card (in the ATI Line) is Radeon X700 at the low end, and on the High end the Radeon HD 3850 series. That is a large window of "Maybe that won't work --Opps".
I will try your suggestion, and maybe just get a new Vid-Card --Ohh I don't know maybe a HD3850...

The Radeon X700 is a high mid range tiered card, albeit an older one. It is faster than a Radeon HD 4350.
The Radeon X700 has slightly lower clocks but a maximum memory bandwidth of 9.8GB/s or 11.2GB/s (for the pro version). While the Radeon HD 4350 has a maximum memory bandwidth of only 8GB/s.
The Radeon HD 3850 would definitely work, but the HD 4 series have less power requirements. A Radeon HD 4770 512MB or 1GB is where I would start. That should cost about 120USD. If your budget is not sufficient then I can recommend one in your price range.
BTW: For comparison the HD 4770 has a maximum memory bandwidth of 51.2GB/s, a very large difference.

Well, my friend---
Price is not the issue. Its the poor quality of details that are provided by the game manufacturer that is so very sad.
Thax again, I will do what i was avoiding and just buy a higher end card. If there is a problem after that -- Then I will not be very happy with the game's providers. One should never (as is so much the case in the world today) release a product into the wild with the amount of problems I have observed in these posts.
I have been playing City of Heroes since Beta, and it did not have this type of drama. The Gaming Industries have greater ability -- but seem to take less pride in what it places on the table.

Hey Joker,
Did you get your video error figured out?
My Video problem was due to not having enuff horsepower in the Card. While I had more than enuff memory (or so it seemed) my Card just did not have the the ability to actually use the memory it was carrying.
The Card I had was a: RADEON HD 4350.
I replaced it with a: RADEON HD 4650 and everything seems to be running just fine (for now). No lockups and running smooth.

I am having this same error code after about an hour and a half of play time. I am running two GTS 250's in SLI with a gig a peice of RAM. This problem only started happening last weekend.
