Socrates and Crime Computer I believe. Haven't tried them myself though yet. Just heard about them.

socrates gives me the same quests... and crime computer only shows you where npc's with quests are...

Am i to believe that there is no random mission generating machine?

Occasionally NPC's run up to you and present quests, but that's about it.

There is. sort of. Its annoying as hell though.

Npcs will randomly run up to you, pop up a new window that overrides whatever you're doing (chatting, looking at equiment, builds, etc, and usually send you on a very sdhort mission with 2-3 spawns that happens to be halfway across town.

well, random npcs will run up to you and offer quests in MC. There is a police car radio quest in the tutorial. the Bank in MC gets robbed at random and you are asked to help.. and I guess that's all i have seen personally

Patrol quests. NPCs you rescue (or who are just randomly walking by) from about level 15 on will run up to you and tell you about a location they've seen some suspicious activity. You then have 30 minutes to complete the mission (provided you accept it.) They're selected randomly from a list of 10 or so mission types.

There's also bank missions near the MC bank at random times, and Socrates will also email you similar mission offers.

yeah. More than once I've been trying to accept quests or talk to a friend and suddenly out of the blue I have a timer on my screen from pressing enter to try and send my message or Z to skip to mission accept and realized "******nit, some citizen just ran up to me again, didnt they?"

You can drop them from your mission journal without any consequences.
