So, I'm looking to make an Ice-focused character and I'm wonder what stats to make super. I hear End/Dex is the way to go, but I'd like opinions.

End : More energy is always good.
Dex: Crit chance. You won't do big crits without Ego as well, but Ice Form has a proc on crit

If you're not going to use Ice Form you might consider instead of Dex:
Con: more HP
Rec: Not sure if thats necessary

Or instead of End
Ego: high crits, but not sure how Ice actually fares without enough End, yo might be too low on power.
