Yup there's an announcement about the Test server on the main Site page. Unfortunately it was after they pushed the current patch to live untested. I'm guessing they realized it was a good idea.

They have put up test servers, and I look forward to helping them make the game better by using them when there is a new patch.

Missing the intense days of Beta already? Miss seeing bugs, giving feedback about what isn’t working right, and directly contributing to the health and wellbeing of Champions Online? Well, lucky-lucky, we’re here to announce our new public test shard, the aptly named Public Test!
When we have a new patch that we want to test, we’ll push it into the Public Test shard first in order to allow you to check it out, see what’s different, and provide your feedback before it gets pushed to the Live shard. Just another way we can be absolutely certain our Live service is polished, basically.
So, how does it work?
* Sign up to be a part of the Public Test by visiting http://www.champions-online.com/test-shard-signup
* Every two weeks, we will automatically copy your existing Live characters over to the Public Test shard. This will replace any existing data found in the Public Test shard, so don’t expect to make any real progress there.
* New patches will be pushed to the Public Test server at 9 a.m. Pacific on whichever day a new patch is ready. We’ll notify you on the Public Test Forum when this occurs.
You can sign up to be a part of it right now by clicking here, and then you’ll be able to hop in just as soon as we’ve got our next patch ready.
