Yes. Retconning for character fresh of the tutorial should be free, or at least affordable enough to respec our first non-energy-builder power.

It is still totally unreasonable to use the full extent of the retcon system on any character -- why give us 10 steps of retcon when nobody will ever be able to afford to use them (except for those who send resources to an alt)?
