We do have a couple tights options like that here, but overall, everything in CO is designed to be blended into a bigger whole that makes for a lot more varied designs between different characters. Along similar lines, for good or ill, it's also a lot easier to make clones in CO than in CoX, for basically the same reasons.

The issue with Massively's poll was that they didn't personally provide full breakdowns of each Costume Creator and relied solely on people's impressions of the game's features.
They could use "Which game is better?" with "Which has a better costume creator?" interchangeably in the same article and would get the same results.
They need a "Tale of the Tape" comparison for this poll to work accurately.

It's also not surprising to me that CoH is having a better turnout. That game got nothing but better when most of the jerky devs left and went on to other things.

It's funny how the shot for CoX only shows a head option and uses darker colors that inherently look better, while CO's screenshot uses brighter colors on a character model that is about as simply as can be, (not to mention that it's a rather unheroic looking "regular person" vs a guy w/ a high tech visor for CoX).

I was actually told by someone at the TSW forums that CO didn't come close to surpassing CoX (and that CoX had the best character creator bar none) because:
- All female character faces look the same (this actually happens to be not far from the truth)
- Hair looked like paper colored with magic markers
- And shoes looked like misshaped blobs (also not entirely far from the truth)
No consideration for the fact (not a matter of personal opinion or preference, but actual FACT) CO gives more options than CoX in almost every single area, period, and is not really as complex as some commenters in that article make it out to be*.
True story...
And THAT'S the kind of fanboy-ism CO has to compete with in that poll (or top of the fact that CoX has far more players apparently).
*I particularly liked the one that said:

Im not exactly sure what the poster means here, and I haven't played CoX in a while, but I wonder what area other than face skins* and power coloring CoX has more than twice the choices as CO when last I checked CO has FAR more costume pieces of any kind than CoX does
*which dont allow you to customize your eyes or IIRC pick makeup options.
