Ever since the 'we might have been hacked' scare months ago, I've been unable to recover my real account.
My handle was "shinymonkey". I've been a subscriber since the game launched (and still am, though I'm regretting it at the moment).
The password change / recovery didn't work; the system didn't seem to remember the correct username associated with my email.
I can't make a Support ticket with Perfect World under my real account, since I can't get the system to acknowledge my account exists (though I'm still being charged monthly for it).\
So, help, please?

Write a ticket with another working account, provide any information necessary, wait and see what they can do for you.
If that does not work, talk to your bank and get the money back, that should force a response at last... and then try to work something out with the support.
Or in the worst case - start a new account.
In the end, that is better, then paying for nothing and endless waiting for help... when it comes down to money, you will see, they can react very fast. :D

Cryptic account. Attempting to reset my password (as I was initially instructed to do) doesn't seem to work. I can't log in with my account and the old or new password, in any case. (I've tried the password reset a few more times - still nothing).

one thing on password resets you have to be logged out of the forum before you do the reset request
