Alright, I'm just gonna go ahead and say it: Telepathy, as a pure powerset, is pretty lackluster. While it is indeed capable of standing on its own it has a very poor balance of powers to choose from (The powers themselves are all pretty interesting though). Well, balance may be the wrong word, since it's mostly a support powerset so of course it would mostly contain crowd control and healing abilities. But when it comes to direct damage dealing moves, which are pretty much needed, it lacks. It's got, aside from the energy builder and summons, only 3: Ego Blast, Ego Sprites and Ego storm, the latter more or less being used for holding enemies in place.

Second, the build lacks both a resurrection and a passive of it's own. While this can usually be worked around, it'd be nice to see one just for the heck of it.

Anyhow, down to the actual suggestions I have:

Mindful Assault (Tier 2)

"You lash out with even greater mental strength, damaging all enemies in front of you with such force that it may leave your them Disoriented."

Animation: Uses the animation for Skarn's Bane, however creating a mind orb that releases several Psi Lashes at the enemies in front of you.

Type: Ranged Area attack
Properties: Ego damage. Maintain (Max 5 seconds).
Range: 100 ft 120 degree Cone. Affects up to 5 enemies.

+ Deals continuous Ego damage to all enemies in a cone in front of the player every 0.5 seconds
+ 20% Chance to Disorient enemies per tick or refresh the duration of disorient debuff. 30% if the enemies are affected by a control ability (Paralyze, sleep, confuse, incapacitate).

Advantages:
Rank 2 (2 AP)
Rank 3 (2 AP)
Challenging strikes (1 AP)
Subtle Subversion (3 AP) Mindful Assault will no longer decrease the duration of holds affecting targeted enemies while maintaining this power. It will also not wake up sleeping enemies.


Mind over matter (Tier 2)

"The power of your mind is so great that by using nothing but your sheer force of will, you can bring other fallen heroes back into the fight."

Animation: Uses the same animation as Summon Nightmare, however instead of forming the summon the energy instead trails off into any other player that has been defeated.

Type: Healing
Properties: Resurrection. Charge (2 seconds). Affects up to 1 nearby defeated player.
Range: 50 ft circle

+ Revives a fallen hero, bringing them back with 33% of their max hp.
- Must be fully charged
- Taking any damage will interrupt charging this power

Advantages:
Rank 2 (2 AP) Brings them back with 66% of their max HP
Rank 3 (2 AP) Brings them back with 100% of their max HP
Unfailing Will (2 AP) Mind over Matter can now affect up to 5 heroes within 50 ft. This increases the charge time of this power from 2 seconds to 4 seconds.


Ego Torrent (Tier 3)

"You release a strong wave of telepathic energy, making the mind of your target becoming a beacon of malevolent psionic energies, damaging any enemies in the nearby vicinity"

Animation: Your stand in the Snowstorm pose while Psi Lashes spiral out from your primary target, striking nearby enemies as well.

Type: Ranged Area damage, crowd control
Properties: Ego Damage. Maintain (5 seconds max). 15 seconds (Base) recharge
Range: 50ft, 15 foot sphere, affects up to 5 enemies.

+ Deals continous Ego damage to the targeted enemy and all surounding enemies every 0.5 seconds.
+ Damage increases each period.
+ After one second of maintaining this power, incapacitates your primary target. Incapacitated targets cannot move or attack. The target is able to struggle to break free from the hold early, and damage the target takes from other powers will reduce the duration as well.
+ The duration and Durability of the Incapacitate are partially refreshed each second the power is maintained.
- If your target breaks free of the Hold while you are maintaining this power, this power will be interrupted, causing you to stop maintaing this power.
+ Other targets affected by this power have a 10% chance per tick (20% chance of disoriented) to become stunned

Advantages:
Rank 2 (2 AP)
Rank 3 (2 AP)
Heavy thoughts (2 AP) Your mental assault is so tiring on your enemies that they now become SNARED for 14 seconds, reducing their movement speed.


Ego Detonation (Tier 3)

"Tapping into the deepest parts of your enemies psyche, you can release a devastating burst of mental energy that is sured to leave them stunned and weakened."

Animation: You snap your fingers and all Ego Sprites on enemies explode in several lights.

Type: Ranged Area
Properties: Ego damage. Tap. 25 seconds recharge (Base)
Range: 100 ft, 120 degree cone. Affect up to 5 enemies (If requirements are met)

+ Consumes all stacks of Ego sprites on your enemies, dealing massive ego damage to all targets affected.
+ Stuns all targets.
+ Grants one stack of "Feeble mind" for every stack of Ego sprites consumed. "Feeble Mind" Decreases your enemy's resistance to ego damage and crowd control effects by 10% for each stack. Lasts 10 seconds.

Advantages:
Rank 2 (2 AP)
Rank 3 (2 AP)
Trickster's Folly: You know to take advantage of your enemy's weakened state. Ego Detonation now deals an additional 30% damage to enemies affected by Disorient.


Psionic Mastery (Tier 1)

"Fully in touch with your psionic abilities, your very mind is deadlier and more reliable than any weapon or armor."

Animation: In battle, your eyes light up like those of PSI, while your hands and upper arms are encircled by small Psi Lashes.

Type: Passive, slotted supportive
Properties: Affect self
Range: -/-

+ Increases all your Ego damage by a lesser amount, this increase scales of your superstats
+ Grants you greater amount of Ego damage resistance, and a smaller amount of all other paranormal and physical damage resistance. This increase scales of your superstats
+ Increases the strength of your crowd control abilities. This increase scales of your superstats.
+ Increases your knock and hold resistance. These increases scale of your Ego.
+ Counts as an Energy Form

Advantages:

I doubt this is possible as a playable power, but maybe it could work as a pet - without a person inside, of course.
I worked out a handfull of new summon powers that give Telepathy a sub-framework (like Telekinesis has with Ego Blades). This could then be used for a new (premium) pet master archetype. And all there would be to do is splitting the "evolving" Summon Nightmare power into seperate powers.


Mindworm (Tier 1)
Animation: Larval Horrors/Mindworms.
Type: Summon
Method: Charge

Pet Properties:
+ Fully Charge to summon an uncontrollable Larval Horror next to the target.
+ Rank 1: Your pet's attacks generate additional threat and have a chance to Disorient to their targets.

Pet Abilities:
Mindworm Bite - Melee Ego Damage
Mindworm Spit - Ranged Ego Damage

Advantages:
Rank 2 (2 AP): Now summons 2 Larval Horrors.
Rank 3 (2 AP): Now summons 3 Larval Horrors.
Night Terror (2 AP) - Psionic entities have their life span increased. They will now attack the target until it is defeated instead of disappearing partway through the fight.


Etherhounds (Tier 1)
Animation: Two Etherhounds, just like the current Summon Nightmares at rank 2/full charage at rank 1.
Type: Controllable Pets
Method: Charge

Pet Properties:
+ Fully charge to summon a pair of controllable Etherhounds.
+ Maintaining control of your pets reduces your Energy Recovery and Energy Gain, and increases the Energy Cost of your powers.
+ Rank 1: Your pet's keen senses can pierce most forms of stealth. In addition their bite generates additional threat and has a chance of applying Fear to their targets.
Custom Ability
+ Nightmare Attack - Activating this ability reduces the attack damage of your ego pets, but allows them to attack sleeping targets without waking them up.

Pet Abilities:
Ego Bite: Melee Ego Damage, 30% chance to Fear
Teleport Lunge: Melee Ego Damage, Snare

Advantages:
Rank 2 (2 AP)
Rank 3 (2 AP)
Night Terror (2 AP) - Psionic entities have their life span increased. They will now attack the target until it is defeated instead of disappearing partway through the fight.


Stalking Horrors (Tier 2)
Animation: Uses the normal Stakling Horror model and works like Summon Shadows.

Pet Properties:
+ Fully Charge to summon an uncontrollable Stalking Horror.

Pet Abilities:
Ego Claw Fighting: Melee Ego Damage
Teleport Lunge: Melee Ego Damage, Snare

Advantages:
Rank 2 (2 AP): Now summons 2 Stalking Horrors.
Rank 3 (2 AP): Now summons 3 Stalking Horrors.
Night Terror (2 AP) - Psionic entities have their life span increased. They will now attack the target until it is defeated instead of disappearing partway through the fight.


Summon Nightmare (Tier 2)
Animation: A currently NPC-exclusive pet, commonly summoned by VIPER Psionik Adepts.
Type: Controllable Pets
Method: Charge

Pet Properties:
+ Fully charge to summon a controllable Nightmare.
+ Maintaining control of your pets reduces your Energy Recovery and Energy Gain, and increases the Energy Cost of your powers.
+ Rank 1: Your pet's attacks have a chance to grant it stacks of Ego Leech.
Custom Ability
+ Nightmare Attack - Activating this ability reduces the attack damage of your ego pets, but allows them to attack sleeping targets without waking them up.

Pet Abilities:
Ego Blade
Ego Lash

Advantages:
Rank 2 (2 AP) - Learns Ego Blade Frenzy
Rank 3 (2 AP) - Learns Mind Eater, a Devour Essence-like power that drains HP and deals Ego Damage.
Night Terror (2 AP) - Psionic entities have their life span increased. They will now attack the target until it is defeated instead of disappearing partway through the fight.


Mealstrom Horror (Tier 3)
Animation: A Mealstrom Horror, just like the current Summon Nightmare at Rank 3. A pet version of Psimon's energy armor and a fourarmed energy creature could be optional skins.
Type: Controllable Pets
Method: Charge

Pet Properties
+ Fully Charge to summon a controllable Mealstrom Horror.
+ Maintaining control of your pets reduces your Energy Recovery and Energy Gain, and increases the Energy Cost of your powers.
+ Rank 1: Your pet's attacks generate additional threat.
Custom Ability
+ Nightmare Attack - Activating this ability reduces the attack damage of your ego pets, but allows them to attack sleeping targets without waking them up.

Pet Abilities:
Ego Fist Fighting: Melee Ego Damage

Advantages:
Rank 2 (2 AP) - Learns Terror Cry, an AoE power that looks like Howl (except with a purple FX). It has a chance to apply Fear to enemies within range and generates threat as if it had the Challenging Strikes advantage.
Rank 3 (2 AP) - Learns Telekinetic Eruption.
Night Terror (2 AP) - Psionic entities have their life span increased. They will now attack the target until it is defeated instead of disappearing partway through the fight.



Archetype: The Summoner
You have the power to manifest thoughts and emotions into semi-sentients constructs of psychic energy, creating nightmarish creatures to unleash at your enemies.
You may not be able to deal or resist much damage on your own, so you let your pets attack while you stay back and support them.

Role: Supporter

Primary Super Stat: Intelligence
Secondary Super Stats: Presence/Ego

1 Psi Lash
1 Telekinetic Assault
6 Mindworms (stationary distraction/turrets/"light tanks")
8 Aura of Ebon Destruction
or Aura of Radiant Protection
11 Etherhounds (two attack pets)
14 Psionic Healing
17 Stalking Horrors (like Shadows)
or Ego Sleep
22 Psychic Vortex
27 Summon Nightmare (like Void Horror)
or Ego Placate
32 Maelstrom Horror (complete tank pet)
40 Collective Will


With Telekinetic Assault as the second power, this archetype feels more like a glass cannon than like a supporter at first, put you would see quickly that killing the enemy before he kills you won't work so well with this archetype. The key to victory is letting the pets tank and deal damage for you, while you keep them alive and occassionally fire at enemies. But most of all, you have to avoid aggro.
You could see The Summoner as a more offensive and less supportive version of The Mind: While The Mind usually requires a team to play at his best, The Summoner IS a one man team. Of course, that doesn't mean you and your pets couldn't support other characters. It's just that The Summoner is better at supporting his pets. This archetype is also different from The Inventor, in whiches case the pets support the player rather than the other way around.

The powers you can chose compliment different playing styles: You can just overwhelm your enemies with as many pets as possible while you heal them and hold the enemies, or let them be your personal tanks and attack the enemies while they are distracting them. With the Supporter role, the later option might be less effective, of course, but that doesn't mean it won't work.

Sprite Swarm (Tier 3)
Animation: Looks much like Micro Munitions, but shoots Ego Sprites instead of missiles while the user does the Pstandard Psychic Pstance of Ego Blast.
Type: Ranged Area Damage
Range: 100 feet
Method: Maintain

+ Deals area effect Ego Damage to targets near your primary target. (10 foot sphere)
+ After maintaining for 2 seconds, Stuns all affected target.
+ Duration of the Stun increases each second maintained.

Advantages:
Rank 2 (2 AP): Now summons 2 Larval Horrors.
Rank 3 (2 AP): Now summons 3 Larval Horrors.
Accelerated Metabolism (1 AP)
Mental Barge (1 AP) - Causes the damage dealt by your Sprite Swarm to increases rapidly each period, at the cost of the Stun effect.

Note: This is actually supposed to be a strong crowd control power that also does some damage. It's main purpose is stunning enemies and its damage is rather low. The Mental Barge advantage can change it into a pure damage power though.

I LOVE your power suggestions!

I'd also suggest adding some powers that certain mobs use (eg: Reflective Shield).

Right now, from all the sets, Telepathy needs help the most!

Psychosis (Tier 2)

"Nothing can be hidden from you, you know exactly what fears that will bring your enemies to their knees and release a burst of nightmarish mental energy that will leave them trembling in their boots."

Animation: You stand in the maintain animation for Ebon Rift, a mental orb of energy appearing above your enemy and sending several lashes into him/her. After a full charge, the lashes "Explode" out of the target's head

Type: Crowd Control
Properties: Paralyze, Debuff. Must be fully charged (2.33 sec. max).
Range: 100 ft. Affects up to 1 enemy.

+ On a full charge, Paralyzes the target. Paralyzed targets cannot move or attack. The target is able to struggle and break free of the hold.
+ Debuffs your target with FEAR, reducing the damage they deal by 10% for 12 seconds.
+ Places one stack of EGO SPRITES on the target on a full charge, dealing Ego damage over time.
- Must be fully charged.

Advantages:
Rank 2 (2 AP)
Rank 3 (2 AP)
Mental Breakdown (2 AP) The enemy will become so fearful of your abilities that they'd rather run the other way. Psychosis now PLACATES the enemy, making them less likely to target you. This PLACATE only works on weaker enemies, such as Henchmen, Villains and Enforcers.
Merciless subjugation (2 AP) Your mind is so strong that even those aside from your target are affacted by it. Pychosis will now affect all enemies within a 10 foot sphere of your primary target. This will increase the charge time of Psychosis to 3 seconds and impose a 15 seconds cooldown (Base) on Psychosis.

Empathic Link (Tier 1)

"You create an empathic link between yourself and the enemy, sharing all damage done between the two of you."

Animation: Pose like Force Shield/Eldritch Shield, however the shield is semi-transparent with several pulsations and "Psi Lashes" circling in it.

Type: Block
Properties: Self Damage reduction, damage reflection
Range: Target self, target enemy attacking self.

+ Self Damage reduction
+ Enemies attacking you will take a portion of the damage done themselves, up to a maximum of your EGO. This effect quickly diminishes as damage continue.

Advantages:
Rank 2 (2 AP) The damage an enemy can recieve from this power is now Your EGO x 1.5
Rank 3 (2 AP) The damage an enemy can recieve from this power is now Your EGO x 2
Mind Snap (2 AP) Each tick of damage from this power now has a 20% chance to stun the target for 1.7 seconds.



Much like The Mind is a healer and The Summoner would be a pet master, I was thinking to introduce a controller AT that is less focused on Healing and helping teammates, instead opting to control the battle by debuffing and holding enemies, mixing in a somewhat stronger offense in return for less healing.

This will probably be the only Support AT without a heal, in return they have a slightly higher DPS value and lots of control abilities to choose from, able to grant disorient and fear at will, as well as switching between stuns, paralyzes, incapacitates and sleep as the situation requires.

(PS: I think this one would fit better under TK, though.)

- This, I am aware it's really Placate at work, but I like the "Invisibility" animation, would be a nice touch.

- Something like this as a Summon, skin/option to the Nightmares we have - a psionic manifestation of the telepath, like Medusa and her echoes. Would be cool.

- TK Slam: Levitate enemy, slam them to the ground with force. Crippling damage, cancels travel powers. Single-target only.
