I am so in!
First Entry: Steel Thanatos
Originally one of the finest hitmen in Westside, a tactical genius, Little Italy's Angel of Death. He killed as his contracts required, but soon he got a big head. He started making mistakes, and that soon put a masked vigilante on his trail. The mysterious vigilante followed the hitman home one day, and shot him dead.
Of course, the masked vigilante should have shot for the head.
The hitman's brain was extracted and placed into a powerful robotic suit, so he could live once again. Now fearing no man, he's upped the ante, from small-time hitman to big-name supervillain, having his mafia thugs and hired evil scientists upgrading his new mechanical body. He's ready to rip those stupid capes apart with his mechanical might! Or maybe he'll blast his foes with his onboard weapon systems?
Just watch out. Don't scratch the paint, or he'll show you where he got his name from. With his fist.
Powerset: Might or Power Armor (Mix of both? I know you guys can mix powersets, Kevin Poe's Darkness + Dual Pistols was sweeeeet!)
Minions: Mafia Thugs
Second entry: Artemis Arrow
You'd think a girl wielding a bow of immense power would use said power for good. Well, wrong! Rachel Reese, a known troublemaker, got her hands on her family's celestial bow that was said to have been wielded by the avatar of a goddess long ago. It imbued her with power, giving her the speed, strength and ability of the avatar that wielded the bow so long ago!
And what does she do? Oh, she immediately starts running around robbing banks and harassing citizens. She gets a kick out of seeing herself in the news, seeing people cower before her and all, but deep down she doesn't really want to hurt anyone innocent! ... makes you wonder why she hits people with arrows then. That's up to your writing guys to explain!
Powerset: Archery
Minions: Ninjas! Ninjas with bows!

Can I participate in this one, or has my Duratok victory rendered me unable to win awesome things in the future?
Not that it will stop me from trying, of course :D

The Gamemaster
"Let the Games begin!"
Power Set: Sorcery (Green hued)
Minions: Lizardmen (Sorcery)
Costume: Attached (Male, first one)
Utterly insane, The Gamemaster wields immense and chaotic arcane power, and would be a much greater threat than he currently is were he not so capricious and reckless, often tripping over his own ego and grand designs.
In fact he has no personal power of his own, simply a mystic set of polyhedral crystals imbued with powerful chaotic energy, released onto the mortal plane by a capricious entity seeking its own amusement in the chaos they provided, and no one at the Great Beast Bookstore knew just what they were selling to the social outcast known as Dudley Deveaux, or that he intended to use them as dice for his weekly Mazes & Monsters campaign, his pride and joy and driving force in his socially-stunted life...
The Dice whispered and drove the already bitter and unpleasant Deveaux truly mad, then gave him the power to cause localized warps in the very fabric of reality. In the hands of a more dangerous mind, this power would have been apocalyptic; in his he saw only one thing: the power to bring his mad power fantasies and game vistas to life against the world that had mocked him. Crafting a powerful illusory new form for himself and conjuring monstrous dragon-men to serve his mad crusade, he has set out to bring his vision to the masses...
By Great Gygax's Ghost, the GEEK would inherit the Earth!

#2:
Madam Libra
"All your sins remembered, Heroes."
Power Set: Munitions
Minions: Soldiers (Military Weapons)
Costume: Attached (Female, second one)
Every hero has their list – whether it be one name, or a dozen, or a hundred; the list of those they failed to save, or who were caught in the crossfire of ther struggles against villainy.
The vengeful mastermind known as Madam Libra's parents were on some heroes' list, and watching said hero fly away to focus on the living and not the dead – even the dead he was responsible for, in part – scarred the young girl for life. Though quite wealthy on her inheritance, she could not find peace or solace in material comfort – no, there would be only one source of peace for her, and that would be justice. Justice for her parents, for herself, and for all those nameless victims who fell under 'colalteral damage' or who, in a world of heroes, were still left to suffer and die for the wont of one of the costumed freaks caring enough to save them.
She began her training, honing he body and her mind and using her wealth to establish contacts amongst others who had suffered as she had suffered. And see to their training as well. Finally, whn the time was right, she would guide her army into a campaign of teror and chaos wth only one goal – justice against the bold heroes wh had failed them all.
And then, when the smoke cleared, the scales would be balanced again.

(╯°□°)╯︵ ┻━┻
What a great time for my laptop to suffer some non-critical device failure. Ah well, I look forward to seeing what results out of this, and good luck to everyone that enters.
EDIT: In order to address one of the most frequently asked questions regarding this contest on the first page -
How do I post the Costume Creator file of my character (the image with the Champions Online logo and blue background)?
1) Load up the costume creator in-game at any tailor (or use an empty character slot, or the Nemesis Database creator/updater).
2) Make the costume you want.
3) Click 'Save' at the bottom of the costume creation interface.
4) Go to your install folder for Champions Online (default is generally something like C:/Program Files/Champions Online, or for Steam: C:/
/steam/steamapps/common/champions_online/live/screenshots or similar) and look for the Screenshot folder.
5) In the screenshot folder, you will have the image in question.
6) In your forum post, click the Attachments button (along the top, left of the Fonts bar; The paperclip thingie), and in that interface click 'Browse' and navigate to your Screenshots folder.
7) Select the image you want to upload, and click 'Upload'. You can now close that window safely without worry.
8) Format the rest of your post using the rest of the costume guidelines and click 'Post'.
9) Bite your nails in anxiety until the end of the contest and pray.
Hope this helps everyone.
EDIT changelog: Added Steam navigation info, thanks to Brick_McDuggins.
