Why does bat flight lock other powers out? It's not faster, You're not untargetable, It doesn't do anything special save looking awesome... But with the inability to fight back while others can still target and attack you it truly makes the power not worth picking unless you really want it for a concept. It's like the terrible hybrid between a teleport and flight, giving the disadvantages of both. I mean the power cost increase and energy building reduction is still in the description even though you cannot use any powers or energy builders while in it... My guess is as a joke.
Please either make it a teleport and behave as such, or a flight power and behave as such, or make it a unique power that behaves like teleport but stays in the form until cancelled like a flying tunneling. Whatever one is chosen it needs to be changed. OR at the very least leave it the same but make it the fastest. Give us a reason to choose it function wise. Right now it is the single worst travel power.

How would you reconcile the fact that it doesn't have a character model that is at all appropriate for the vast majority of attacks in the game?
What you're saying right now does sort of suggest it works exactly like a Flying version of Tunneling, as from your description of what's happening that's exactly what's going on with the exception that you don't have +Stealth.
...I imagine hiding a swarm of bats moving in a cohesive whole is rather hard, and that's probably why there isn't a +Stealth attached to it.
I dunno, maybe they should advertise the downsides a bit more, but I really don't have a problem with this (other then I don't have a single character that it'd work for that doesn't already get some form of it in the first place [Become Vampire device]).

... tunneling and tp can still get your butt targeted in the game, so compairing it to the 'perfect-stealth' of those 2 is a lil skewed to begin with. Furthermore.... You're a pack of bats!!!!! Other than guano-bombs and skin crawling chittering calls, wth are you expecting to do???? It's not like they are gonna go mecha suit ready and the lead bat will squeak out "..And I'll form the HEAD" before Bat-tron assembles to dispense justice.

It's a little hard to use a "How are a swarm of bats going to use a power" argument when you were a person who just transformed into a swarm of bats. We've hurdled the realm of possibility already. The individual bats could use the powers. I'm not going to write the why, that's cryptic's job. But if that's really their argument then the same could be made as to why you shouldn't be able to be attacked in it. You are a swarm of bats, they should be able to easily evade anything shot at them or hitting a single bat shouldn't make a difference. Mechanic wise it's the only fair way to do it. Either you can both hit each other or neither can hit. There's no reason for the inconsistency between it and other flight powers.

Using the same mentality you're suggesting, why is it so hard for you to just accept that in this make-believe world that is Champions Online, a bat is just that...a bat. A pack of bats is just that... a pack of bats. Things could have easily been made so that no tp's would allow attacks when active. Suck it up, and work the theme or switch over to a regular fly and attack back.

If they wanted to make it so no abilities would be usable during travel powers then that's their choice. But at least it would be consistent. Right now all teleports don't allow attacking either way. Tunneling either. All the swings you can, all the runs, all the acrobatics... See where i'm going with this? All the flights.... except bat flight. It would be a massive problem if there was a travel power that operated the opposite way letting you attack enemies but not be attacked back. The same is true here.
As for this comment... They should do it because it's how every other travel power behaves. Because mechanic wise it's the fair way to behave. Not because i want it to. I already stated why function wise it should be changed. The part that isn't my job is trying to figure some inane lore reason supernatural bats should be able to shoot whatever powers you have. That's not the point of the argument, i'm talking about function, mechanics, and balance. Not lore. If you wanted to talk about lore then there would be a number of power combinations people shouldn't be able to have. But that's not what this game is about. It's not about limiting what kind of character you are trying to make.

You could just... bare with me on this... Deal with it. Treat it as some hardcore choice you made and show it off to others that fail to recognize it as making the game that much moar awesomz for you. The only 'inconsistency' here is that you seem to want a power to act how you want it to. Mebbe' the devs felt like making a non-combat flight power. Could it really be that simple? Or are you really gonna' keep railing on about how the game is suffering because 'YOU' can't pew-pew as a pack of bats?

Balance seems to not be a big issue with you, but it is to me. Over powered or under powered things bug me, but it's when it's a complete face palm decision do i feel the need to come talk about it.
