Two suggestions for content. One that sounded doable in my head. One that's probably impractical.
1) A Nemesis instance based on the Hero Games. You queue up. You're teamed with other characters in a Hero Game style match that you queued up for. The opponent team is made up of your Nemesi or a 'blank' villain if a specific character doesn't have one.
2) A generic, pick your lair type of system. Chose lair type, with preset hooks to place henchman, villains, and the final super villain. Choose from a list of specific Super Villains, with preset henchman and villain depedning on who you pick. Get a instance code and door location for your instance so you can then team and share the code with said team if you desire to team.
The second one sounds like a lot more work than the first to be sure.
