i was wondering if there is a way to not make the menu pop up when i go to use a skill with my mouse it is aggravating to have words in the way during battles as im not a button pushing only player and when i put my arrow over the skill to use it it always puts the name and function up on the screen

Yes, there is a setting for tooltip delay. Can't tell you where specifically it is, but it's there

EDIT: Hit Escape - Options - Basic - increase the value of the option "non-instant tooltip delay".

There's also an option somewhere called "Hide power tray tooltips during combat".
