Alright! With the success of my previous post, I would like to ask again for your gracious advice regarding another champion I'm working on. She's already lvl 17 but I took Regeneration (before I knew it was a bad idea). So I want to respec her with full dodge instead of dodge/healing.
Here's what I have so far:
: Level 40 Champion

Level 1: Crashing Wave Kick -- Subtlety Of The Tides
Level 6: Lightning Reflexes -- Rank 2, Rank 3

Level 8: Form of The Master -- Storm's Eye Prana, Rank 2
Level 11: Dragon Kick -- Lashing Dragon Tail
Level 14: Parry -- Rank 2, The Elusive Monk
Level 17: Masterful Dodge -- Rank 2, Rank 3
Level 20: Bountiful Chi Resurgence -- Rank 2, Resurgent Reiki
Level 23: Resurgence
Level 26: Ego Storm
Level 29: Inertial Dampening Field -- Rank 2, Rank 3
Level 32: Evasive Maneuvers
So she's your run of the mill Dodge Tank... I guess...
Lightning Reflexes is my main Dodge buff, with passive Dodge gains from Parry and Swinging Advantages. Masterful Dodge and Evasive Maneuvers can boost me even more when I need it.
Bountiful Chi Resurgence and regular Resurgence are there to heal me back up. IDF will passively reduce any damage that gets through.
Crashing Wave Kick and Dragon Kick will deal minor damage, but will also boost my dodging effectiveness.
Finally, Ego Storm will lock down any enemies in the area to keep them from getting away from me.
I have 2 more powers which I am clueless about. I was thinking maybe of getting Thunderclap and Mindful Reinforcement?

I'm not the best build maker, but I think you can remove the ranks from IDF as the additional ranks only reduce the DMG with about 10 points. Those 4 points I'd use on EM R3 to increase dodge.
I'd also take the ranks from MD, or 1 rank from MD and 2 adv points from the TP, and invest them in Ego Storm > R2 + Malevolent Manifestation so it maintains itself. :)

Several of those powers utilize DEX
Form of The Master -- Storm's Eye Prana, Rank 2
MA Forms' damage scales on both DEX and STR, but much more on DEX
Level 11: Dragon Kick -- Lashing Dragon Tail
The energy gain from the Rush buff scales with DEX
Level 14: Parry -- Rank 2, The Elusive Monk
The benefits from The Elusive Monk scale wit DEX
...
Also, The Elusive Monk is not worthwhile with Lightning Reflexes. Implemented Diminishing Returns makes it a small benefit, while the damage penalty is significant. Several other compliment Lightning Reflexes very well - Ebon Void+adv (adv gives significant lingering defense), Force Shield (adv gives small lingering defense, energy return), Retaliation (once the buff appears, you have a major buff on your next attack), Energy Shield (LK adv gives very good defense while using melee attacks, but has a signifcant damage penalty)

wow, good point... so Dex/Con it is!
I realize Elusive Monk is a small benefit... but this build is based on mutliple minor sources of dodge/avoidance. How small are we talking though? Do you know where I can find the numbers and calculations?

I would hold off until the unarmed pass which should be very soon. The new powers are already on PTS and there are some interesting options for unarmed and MA in general.

A post from KenpoJuJitsu3 two weeks ago does back up my statement:
Elusive Monk is best used on builds that aren't using Lightning Reflexes. The advantage is significant and scales with DEX but on LR builds since LR is already at the soft cap Elusive Monk gives next to nothing.

The new unarmed powers are all Offensive and are well suited to a Brawler. I'm working on a defensive build so what I've got works just fine.

With LR3 and dodge gear I get 57.9% Dodge, 78.8% Avoidance. With Monk I get 61.9% Dodge and 81.8% Avoidance. That's an additional 4% Dodge and 3% Avoidance. It doesn't look like much, but in fact that is huge!
With LR3 I effectively take 54.3% damage. Adding in Monk I effectively take 49.3% damage, which is 5% less damage, or a 10.1% improvement to survivability.
Compare that to the 0 values (taking stats at 300): 34% Dodge and 50% Avoidance, or effectively preventing 17% damage. So by stacking Monk on top of LR3 I am losing 7% efficiency compared to a 0-value improvement... but 10% is still a big number! I don't know what I can get up to with massive dodge stacking... I know that the returns diminish as I get higher, but the effectiveness for every 1% also increases.
I realize I'll be vulnerable to spike damage... but I'm hoping my large health pool and IDF will keep me alive so I can heal up with Resurgence.
