I'm having a hard time understanding why, from a "logic" point of view, powers that cover a certain area would only hit 5 enemies at a time. Why does the game limit these powers to hitting only 5 enemies at once?
Are there any powewrs in the game that hit EVERY enemy within the affected area, regardless of how many there are?

I think it stems from a combination of spreadsheet balancing and the devs memories of city of heroes giant AoE farms.

I think Gatling gun and Sub machine gun hit more than five

If I remember correctly, some AoEs used to have higher target caps. Cryptic is just super paranoid about powergaming after their experiences with CoH. And with as powerful as characters can be in this game, no target cap would be easily exploited.

Very, very few powers hit more than 5 enemies. Ego Sleep affects up to 7. T4s generally affect up to 10, iirc. Too bad most of them are trash (or in the case of Unleashed Rage, you have to hamstring your build to get it).

Hmm best I can recall none of the normal player powers are allowed to hit more than 5 targets. well maybe the Implosion Engine does... maybe.
Granted, powers like Arcane Sigils hit up to 5 targets PER sigil. same goes for the mini-mines once you get the adv to deploy two clusters.
Edit: Huh, as much as iv used ego sleep iv never noticed it could affect 7 targets. But it sure enough can.

Storm of Arrows have 7 max, as well. And yes, I reckon there's some sort of balancing involved.

If I remember correctly, the supernatural T4 attack (the name escapes me, Planar something) doesn't have a target cap.

Planar Fracture nails everything in its AoE. Submachine Gun and Gatling Gun, I think, dont have caps, but I use those with Pestilence so it's hitting everything close by regardless.. Skarns Bane kills everything so quickly that it might as well not have a cap. Same for Orbital Cannon if you alpha strike a henchman mob.

Not sure if there is a cap on the Implosion Engine, either. Of course, I don't think I've ever had a chance to throw it into a group of more than 5.
