Exactly what the title says.
Don't you think it's illogical that The Soldier archetype gets Assault Rifle as a starter power, but freeform characters need another Munitions power ( or 3 non-energy builders) to get it? I think it is, and that Assault Rifle should be a possible starter power for freeform chars too.
The same goes for The Behemoth's Defensive Combo and The Tempest's Lightning Arc, by the way.

You can take assault rifle as your second power; you just have to retcon out two-gun mojo at level 6.

I don't think AR as a tier 0 would be a good idea. It's "too strong" for a T0 power - Two-Gun Mojo seems just right for it. But then again, that's working off my mindset, which generally states "if a power is useful, it's not a tier 0 power."

Sadly, that works only if your first power is a Munitions power. :(
I think it should be available as the second power regardless of what the first is, like all other starter powers of all other archetypes are.

To strong? I got two words for you: Telekinetic Assault.
Some of the Tier 0 powers are actually useful and can become pretty strong and/or important for the Main Mechanics of their set, so I don't think that's a problem. And Assault Rifle isn't that powerful or important anyway.
It's just a logic issue.

There's some merit to the idea, especially with the advent of TK Assault and Cleave as T0 powers. Ame did mention that the T0's are weak because they're mostly low cost so that they can be utilized at low levels, rather than because T0 is weighed differently. They're also very much aware and not happy with the way that T0's end up almost always being ditched as soon as the build can progress without one.

Considering that the first 14 levels can last an hour or less, I'd be thrilled to see a few T1's shifted to T0, and some buffed up T0's. One of the big problems I'm having with a build right now is dealing with Two Gun Mojo's atrocious damage. =\

The Soldier, Tempest, and Behemoth all have their appropriate energy builder and a Tier 1 power (not a T0/starter power) at level 1. Freeforms can do the same if they remove their starter power in the PH.


An idea more consistent with the game design would be to add a rifle-based Munitions energy builder, for thematic reasons. Fire off 3-shot bursts but with the same DPS as other energy builders.

It sure is. But a freeform with Steady Shot or Two Gun Mojo as the first power can easily have Reaper's Caress, Ice Blast, Eldritch Blast, Fire Strike, Straight Shot, Ego Blast, Cleave, Ego Weaponry, Force Blast, Experimental Blaster, Shred, Blade Tempest or Shadow Blast as their second power, along with others archetypes can't have as starter powers. The only archetype-exclusive starter powers unavailable for freeforms without the archetypes energy builder is The Behemoth's Defensive Combo and The Tempest's Lightning Arc, which I also think should be T0. Okay, it gives 1 stack of Defiance, but that doesn't make it overpowered for a starter power. And Lightning Arc is not stronger than Telekinetic Assault.

Chain lightning not Lightning arc.
Def combo is really good for tanking - it's damage is a little meh but with CC it's kinda epic for keeping attention so easy to spam.

And what if one would want Assault Rifle without Steady Shot or Gunslinger, Defensive Combo without Clobber or Lightning Arc without Electric Bolt? Freeforms are about chosing their powers freely, and I don't think an archetype's second starter power should be depending on the energy builder for a freeform char.

That's a good idea, really. After all, we got the Particle Rifle as an energy builder. So why not a solid ammo rifle too? :)
