I'd suggest doing the tutorial again to get a feel for how Black Talon operates. I think a lot of his stuff is already in the game.

Black Talon... i already forgot who's that 0__o...

Black Talon is apparently affiliated with Dr. Destroyer and is last villain you face before exiting the tutorial. Sort of a gadgeteering/power armor sort of dude, and is best known for Defender yelling 'Block!' at you during the fight to teach you about charge up attacks and how to defend against them.
