Does the XP boost item relate to 1 hour in game time, or 1 hour in general from when you use the item? So say if you played for half hour after using the item could you come back and use the rest of it later?

Any consumable device turns into a buff on the character that works like any other buff, i.e. counts down when you are logged in on that actual character.
