I chose MSA over Killer Instinct, as there are a lot of cooldown powers always in rotation, the main ones always ticking are holdout shot and BCR. Killer Instinct seems to be the superior unlock for lead tempest when attacking 3 or more enemies, but for 2 or less, MSA will outperform (assuming you keep holdoutshot and BCR in rotation). I usually don't touch my EB, unless some distraction made me forget rotation.
The usual strategy is to place yourself in a way to have as many spawns as possible within the vast 50ft range circle of lead tempest, hit BCR, drop sigils, hit holdout shot, followed by maintains of lead tempest until all is dead. Rotate BCR and hos as they come off cooldown to keep msa and heals ticking. If you expect a difficult fight, hit evasive maneuvers after the sigils, or whenever odds are turning agaisnt you. should the mobs be spread out just too much, move around the area tapping lead tempest and return to the middle of sigils.
Although the sigils work extremely well paired with lead tempest, they are probably even more valuable soloing bosses. You see, normally when you use evasive manuevers with slight of mind advantage, it will pull you out of combat, and as a result, reset whatever mobs you're fighting. Thanks to the sigils, you can keep your dodge to verry respectable levels, or get out of the fight completely for a few seconds to let your bcr and stimpack ticks heal you up, and your target will simply move on to attacking the sigils, thus not resetting him. This aside, the damage they do to any target in their center is quite amazing.
For single-target team dps, or to simply take out those pesky mages in sl, i added sniper rifle (thanks to MSA, you can fire it forever, as long as you refresh BCR, so there will never be a dps drop and you will always be out of range of any pbao - ofcourse, this assumes you have a decent tank with you)
I think this build covers everything you need to rush through instances solo faster than most, with it's great agro range and nice pbao damage, coupled with good survivability through high dodge and several hot ticks, and will be a very good dps addition to any team as well
Have fun and comment as you please :)

I like the sigils/slight of mind synergy. I may have to work that in to my pistol character, though shoehorning it into her theme might be a bit of a stretch. :)

Not that I think your build is bad but... isn't kinda boring? You're essentially taking abilities solely to activate MSA and then lead tempest things to death. I have to admit though, as long as you're on top of things this looks like a pretty solid build. Clearly not for leveling though, right?

True, i retconned into this build. Though I did post the build able to lvl as-is, i think it would be best to retcon into it at 26 for an easier time.
I'm not taking abilities solely to trigger MSA. BCR and HOS are key to survival in a pistols build. The fact that i had both skills while lvling made me think of MSA as a possible replacement to killer instinct, and when testing, came to the conclusion that it opened up much more versatility to this, and possibly any munitions build. Where before i could only alpha-strike with sniper, now i can get off 3 shots on solitary MV's before taking damage(i don't pvp, but possibly this would work as well in pvp vs melee toons). I don't need to gear any rec at all since i can remain at max end out of battle. Energy return is higher than with KI vs single target, even more so when i'm just sniping in teams.
It's not boring to play at all. As i try to pull as much as possible, it's not always easy to stay on top of things. Lead tempest has the tendency to overpull, and the build is designed with that in mind. I have a blast tanking huge groups as an Avenger with no CON whatsoever. Forgetting rotation for a second, or hitting buttons too quickly (gotta let hos do it's animation -.-), can get things tricky fast. It plays extremely fast, and needs constant attention to stay alive. It's a playstyle i enjoy a lot, though it may not be for everyone.

This build looks pretty solid. I had recently done a number of tests comparing Killer Instincts to MSA myself, and when soloing, MSA was the clear winner hands down.
However, I tend to team alot and run alot of lairs. In these cases, I'd often find myself out of energy because I didn't need to be constantly rotating BCR and HOS if I have a Tank that can do his job. I found that I'd have to manually keep rotating my powers to keep MSA active, and this tended to actually cause a lower overall DPM than a KI build under the same circumstances. So, I've recently switched back to Killer Instincts in my Pistols build.
Don't get me wrong, MSA is a viable choice for a Munitions character, however, it is not a 100% clear choice over KI - both have their own strengths and weaknesses.

I must admit, I mostly solot. The times i did team, I haven't run with a proper tank, which meant i would pull agro quite quickly using sniper, and as a result end up tanking and thus rotating BCR and HOS. However, when not under attack, i was able to fire sniper back to back 5 or 6 times, without l&l buff, which i never managed to do with KI. My team dps comes from sniper, and, being slow firing, simply won't trigger KI enough to my taste. Ofcourse, i also drop sigils in between, which procs MSA, and does all but hurt my dps. HOS isn't needed in this rotation, and BCR activates really fast.
For builds that get more dps from fast-ticking attacks, (am i asuming correctly, that your high-dps attack in your pistols build would be bullet beatdown?) and having less recharging skills, KI would likely be a better option, if not only for the fact that you'll receive energy back no matter what you do, whereas MSA efficiency depends on your rotation.
