I'd check out Caanan White if you're willing to commission. He's extremely good quality for the price. As a matter of fact in the professional world you're not gonna get much cheaper. Only way would be to lower standards a bit and accept a more amateur artist.
Another option may be to use Avionetca as she's really good for really cheap. Not sure if she'll do comics per commission but it's worth asking. She has a comic type commission that she does but it's her comic that your character gets to have a cameo in...but at least she has experience with paneling. I'd ask.

My problem has been finding someone who wants to actually commit to a full comic book. So far, I've only had the one interest.
I'm guessing that signing up to deviantart is the only way to get in touch with these two?

Here's his most recent pic he did for me: Dr. Bionic. Caanan did the pencils and inking. I colored it and added all the flare surrounding the turnaround. :)

Or you can be like Rerbert Kerkmen and pull great artists out of obscurity (his ass in most cases). How does that chubby little hillbilly do it?

As someone who has drawn some comics and knows a lot of comic book artists.
Most are lazy.
It's hard to get someone excited enough to crank through a whole issue, unless they really have some creative imput into the whole project. Also small time publishers have a history of not paying for work, so many are wary of working for unknowns.
I have no time to draw a comic. But could be commissioned to do a piece if subject was interesting.
