I'm wondering which offers the most damage mitigation.

Invulnerability: Rank 3

-or-

Invulnerability: Rank 2 + Defensive Combo: Surge of Strength (1-2 Stacks of Defiant)

You're right...but I'm not at home right now.
I figured me, being on the forums, would be a good sign of me not being in the game.

Not really. He needs both someone to hit to get his Defiant stacks as well as someone to hit him to test the mitigation. Therefore, he'd have to use the Battle Station. The bad guys in the Battle Station will always make Invulnerability look better because they don't do enough damage in a single attack. Not to mention that his results would be affected by his Con, his mitigation from other sources (specifically his gear), and, of course, his superstats. Altogether it would be a challenging test to perform in a controlled manner.

Which is all a long way to say "it depends". Specifically, it's the same tradeoffs as Defiance vs Invulnerability, with the diference of needing to hit something instead of being hit to keep your stacks up.

I thought Defensive Combo would never give more than one stack of Defiant. Has that changed?

The Advantage: Surge of Strength.

There is a "bug"...which I honestly believe should just become a mechanic of the power that stays tied to getting the Advantage.

If you're able to hit someone twice in a row with DC...you get two stacks.

Ah, yeah I agree. I could see it becoming a 3-point advantage then, but the advantage as it's supposed to function right now doesn't seem worth 2 points to me.
