You read them dead on - no tilting necessary. The most basic face is ^_^ (two eyes and a mouth, think anime style happy-face)
An explanation of what a Kirby smiley is is below, followed by my own little variation and explanation.

But yeah, tis not exactly a kirby; it's a take-off of a derivitave of Japanese style smilies; the derivative being a decade and then some old itself (and my take on it being almost as old too - Oh misspent youth on the Internets...) But as with anything internet based it's evolved; both the original version, the derivative, and my take on it.*
In my case < > is cat ears; since I mostly play catgirls and the occasional catboy. (Putting em on top of the head never worked out for me, I sorta developed the habit back in FFXI many, many moons ago.)
So <o.<> is basically one eye open, the other eye closed, kind of an exasperated wink I suppose. (A more typical wink would be <^.~> or sometimes with a thumbs up <^.~>b - there's also the sniper or 'ace' wink <-.+> or <-.+>b (the + being crosshairs))
... I have a huge repository of smilies I can whip out on a moment's notice <'x'> <-- that one is basically "But I should shut up..." - kind of a mild level of embarassment + the fact that I know going further will get me more trouble than it's worth)

I can't help it, I've loved em since I started using em so far back I can't even remember.
Just remember <⌐<⌐.<⌐.⌐>.⌐>.⌐> I gots back up if'n you cause me problems!

I'll shut up now; I'm sure people thought I was weird *before* I tried to explain all this <@,@> so I should probably shut up before my credibility is shot even further to death.
That last one there btw is swirly eyes - usually either 'knocked senseless' or 'feeling loony'.
Okay, seriously shutting up. Every time I explain my smilies to anyone it *usually* goes poorly for me... but; well >.> the CO community has been unusually tolerant of my eccentricity in the past; so... hopefully this will be OK.
*Of course it's worth noting that everything I do here has probably been done by other people independently too. While I only actively copied some of the most basic stuff... it hardly takes much effort to come up with a bajillion and ten variations if you've got the interest and time. Why yes, I am a total loser! >.> I'm okay with that.
