For those that have used this power, how is the draining/healing advantantage on this?? Is it a decent hear or energy drain? And does the heal scale with PRE?

Binding of Aratron is a channeled hold, so once you got someone solidly wrapped up in it you can just keep channeling it for all eternity and keep them pinned down. It's extremely nasty in 1on1 fights if you have some DOTs or small pets to slowly chip away at your helpless opponent, though any real PvP build has break-free powers that stop you from doing that
For PvE purposes it's pretty pointless, there isn't a single enemy in the game that's worth CCing really. Sometimes you can pull the permanent CC trick on some master villain just because it feels so badass to completely neuter an opponent and watch him slowly die, but there are always faster ways of killing things.
In a group it's even less usefull really, because if you manage to trap an enemy like that your team will most likely attack them and free them.
For group PvP this is almost entirely pointless, since either someone will interrupt your channeling or your own team will start beating on the person you trapped and free them.
So overall, a pretty worthless power. It's only really good in duels, and then only against people who don't use a heavy PvP build that can break any hold at the push of a button.
The advantage is kind of "meh" since when you take it the hold strength the power generates is low enough so that people can break out while you channel it on them, and the range of this power is only 50 feet, so even if you can drain their energy to 0 permanently, they will just back off a bit since you're stationary while you channel.
