Retconning a lvl 18 guy I have....What do you guys think of this MA/PVP build?
(and how viable to level with it?)

I'd ditch Parry for something else. Energy Shield/Laser Knight would be the most effective if you can stand the theme. But I've recommended Retaliation a lot lately and I'm going to do it again here. Check out what happens when you block long enough to proc the Retaliation buff and deliver a Burning Chi Fist.

Crippling challenge is great on TBL for now, but at level 40 you'll want to use your free retcon to move it to Shuriken Throw, then take Essence Assault on TBL.

So besides those 2 things this could be a decent MA / PvP spec? Trying my hardest right now to find the "right" pvp thing for me.

I seem to be leaning towards defensive or support guys in pvp....can't stand playing glass cannons. Just not my play style. I like to stick around to cause trouble...not hope I get the first 2 hits in and win.

Suppose I should just start a thread called "Tell me what I want to play" lol.

It's certainly a decent spec. It lacks a "gotcha", something to set it apart, but has a ton of defense. You may get more out of DEX/EGO than DEX/CON. I'm just a little worried that as you get higher in level you'll run into some people you just can't hurt. The solution to that may be Ego Placate with the Svengali's Guile adv. That's a damage resist debuff, not something I'm normally big on recommending. But if you're going to hang around in a fight, you need some way to set them up for the big hit.

Yea that is alot of what I feel would be a melee'ers nightmare in pvp. I know they hit like freaking mack trucks but their windups give the target time to run. Reason I WAS trying to build the same spec above but use archery instead.....but archery doesn't pack the punch.

I really want the ranged defensive guy.
