Let's see...

Gigabolt - Check
Ionic Reverberation - Check
Electric Form - Check
Force Shield + Sheath Advantage - Check
Bunch of other filler powers that you'll likely never need to use - Check

Looks like you're set.

Sigils of Primal Storm and Imbue work wonderfully together, especially when you throw Invocation of Storm Calling into the mix. The hurt those Crit Sigils of Doom can dish out is really good. You'd want to get all three powers to Rank 3, as well as superstatting Con, to get the most out of it, though. That means sacrificing other powers/ranks/advantages, which may not be to your liking.

If you don't focus on Sigils, I'd probably drop Imbue as well, since it imposes a cooldown on Sonic Device when used. Get Toxic Nanites instead, which can be used more frequently, as well as together with Sonic Device. You'll also get more out of that when using Regen, as you'll have a harder time unleashing a fully charged imbued Gigabolt.

As for Dex/Ego as secondary stats, I wouldn't bother. Boost Int instead to lower the cost and cooldown on all powers, which is also a way to boost your DPS. Focusing on Dex/Ego would be better, by superstatting End/Dex and gearing for Ego/Rec and/or Int. I haven't done any tests on an Electric Crit build, though, as I prefer more steady DPS, so others can shed more light on it than I can.

that was very helpful, thanks a lot. I will drop Sigils and Imbue and add Toxic nanites. Still thinking on what to add as the last power. Also will slot int.

Your build looks a lot like the one I ended up with last night. I originally took Personal Force Field as my defensive passive, as it worked thematically plus I hadn't used the power before. I liked it a lot until I hit level 17, when I started getting killed much more. I found that I wasn't doing enough damage to end a fight quickly (Gigabolt is only a tap power with PFF), and I didn't have the defense to withstand a long fight.

I ended up taking Regen and Electric Form for the exact same reason as you. So far, so good. I like this character, and I like her powers. Sparkstorm is a really good power, as I end up fighting up-close-and-personal. Plus, mu blue bar is always full. :)

I'd say rank gigabolt up and ditch death arc, remember, chain lighting will be your energy builder/damage and force shield-sheath will be your block/energy so depending on the situation you'll always be doing something else while getting energy :D

You're doing it wrong. A END/REC character with Ionic Reverberations and Force Shield/Sheath should never need to use an energy builder. Gigabolt tap-spam can be maintained forever, provided that you are hitting at least 2 targets. 3 or more targets = constant max energy.

well yeah, i'm just saying in the event that you somehow spent yourself (im not sure HOW but if you did) you'll have two very good ways to fill yourself back up again
