Yeah it's partly West Side, but Sorudo and Silverwind (why are there so many damn silver's on this board?) pretty much nailed it on the head when you combine em.
Hard to find where to go so you feel like you got nuthin to do. Also, West Side begins a looooooong stretch of collect x of y missions that just make you want to rip out your hair. It's torture. Especially that Psi one which I don't think is even in that range but whatever, I hate that one. You have to spend days collecting those forking chips........... and it's a daily mission! Eff Psi!

Edit: I meant Shaolinwind, but I stand by my point Re: the silvers.

If you're feeling "complete" at 20 have you thought about trying to pack a second build/role into the same hero? Like a Celestial build that can play Support or Defense or Avenger. Or a Quarry build the switches between Brawler and Avenger.
There's a bunch of flexibility here. Sadly that includes the flexibility to build something you stop enjoying...

Ahhh, So I'm not the only one getting bored around the level 20 to 30 mark. Good to see that I am not alone with this thinking.
I think that the problem is with the lack of community wanting to group with you. The game is good enough on its own merits, to solo to about level 20'ish. However by that stage, you've played the same old mission format so much, that the game really tends to grind.
Playing in a group does help alot in overcoming this, but the SG's in the game are far to "clicky" to help a random and everybody else is to busy "busting a move" in yet another costume contest, to form PUG's.
The game being far to easy to solo, is killing group play, and taking the massive multiplayer out of MMORPG.

Those West Side dailies were added after launch along with those Argent HQ missions.
One place I seem to avoid is MC *east* side. I hate all that demon crap and I think I've only done that stuff on one character ever.

If you have all the powers you want for your 'skunk' at 20, that is great. You can start getting powers to make your 'secret ID' personality, or doing a completely alternate build with a new passive and everything if you feel like it.
You could have Mephisto the beastial clawing skunk - then you could have Mephisto the poison gas spewing skunk, with two separate builds based completely on different passives.
at 20, you still have the other half of your powers coming :)

I tend to run out of steam between 15 and 20 with a build. I've gotten one toon to level 40, but gotten a large number of toons to 15-20 range before deleting them. Just sorta run out of steam. After about 15 the rate you gain experience noticably slows as well, making the game feel like more of a grind to me.
