Please don't require us to have Insignia Shoulders or Belt to place an Emblem there, just let us for example have it on the sleeve of our jacket, or on our back, or such. Its kinda restricting knowing the main thing that symbolizes our heroes also greatly restricts our possibilities.

Note 2: This includes capes, you could also change the "mantle" unlocks to actually unlock the Emblem as well as the ability to put it on a cape, meaning you can get a VIPER Emblem for wherever you feel you need to put it, (also the ARGENT one would look sexy as a military echelon on a sleeve for those looking to improvise)
