Sorry if this has come up before, a quick search got me nothing.
Basically, the idea is to have a second category of Block-replace powers: The Reposte
Essentually, a reposte block power would grant less damage protection (say 200 instead of 250, or whatever), but in exchange, The power would have an attack mechanic attached.
Each power would be a little different, just like the current block powers (for set flavor and power variety), but all these powers would have some sort of "counter attack"
I envisioned types like:
"Overload": after blocking X amount of damage, PbAOE counter attack activates
"Parry": (particular for MA sets) character appears to "deflect" incoming attack, and attacks enemy(s) in melee range
"Waves": (elemental, ego, magic), blocked attacks 'shatter' against PC's protection, causing a portion of the attack's damage to reflect outward, in some way (here, it could be "back at the attacker" or "in a cone" or "PbAOE" depending on the set's overall flavor... something like Celestial could even heal allies, when you block, or something)
Primarily, though... the concept is to give an alternative to the current "Block" options.... either as a complete second option (i.e. every set gets one) or simply as a means to fill out those sets that dont currently have a unique block option.

Damage Reflection Parry block for MA is going to release with the patch. It also has an advantage for only 3 points that gives you a mostly useless dodge/avoidance buff that reduces your damage output.

....there is exactly one being implemented?
rather than everyone saying whats going to show up... whats the consensus about the validity of expanding the idea to include ALL sets, with various flavors of the concept as a whole, not just the MA application of it.
