This is probably the wrong forum, strictly speaking, but at least I'm reaching the correct people I think.
Is there any sort of web resource for posting, rating, or commenting on builds? (Haha, aside from the builds forum.) I was thinking an online version of the Champion Builder, or a site that accepted and displayed Champion Builder files? Would there... be interest in such a thing?

A forum is discussion-centric, this sort of tool would be build-centric. In addition to having a web-based version of the Champion Builder, naturally.
As it stands, if I want to search for current Telepathy builds, I have to fight with a forum search function that's going to give me mostly useless results and leave out potentially useful results (you could have an entire discussion about Telekinesis or Power Armor builds without ever using those words, for instance). A resource for archiving and cataloging builds could allow for tagging, sorting, organizing, and aggregating.
It may just be my unhealthy fascination with data that drives this... :D

I've done this with other games on other forums: do the leg work searching the forums and collate all the threads into a master thread as a summary, pointing out anything that may be out of date. Then add your own research to it or link to a separate thread.
Those kind of summaries are invaluable to others.

They most definitely are! I was surprised to find a lack of "guide" thread here actually, compared to other games. The only drawback with those types of resources is that it relies heavily on one or more folks to keep things up to date, adding or removing builds as necessary. It's something that benefits greatly from a wiki setup, which only surprised me MORE to find nothing of the sort on COwiki.
The more I talk about it, the more I'm convincing myself to build it.

Yes this would be amazing. I hate trying to fight the search engine here to get the info on the specific builds I'm looking for.
