Just wanna say that I'm not having a problem on my end, so I'm sure the problem isn't server wide. Perhaps ISP is throttling?
Good luck!

ISP throttling won't affect your frame rate.
Attach your DxDiag file and let's see what you've got.
Some people have had overheating problems, which could easily cause your symptoms.

looked like a hard reboot was the cure for this .
maybe it was overheating or something.
-thanks for the answers tho :)

I am having this problem too. Hoping a graphics card update fixes this (also am having this problem on STO, but to a lesser extent, but this issue is strangely absent from ****. Maybe my computer just hates Cryptic games now?)

What case do you have, and what power supply? For the case, I'm mainly concerned about airflow. For the power supply, I want an exact brand name and model. If you don't know, then open up the case and read the label.
You should try monitoring your processor and video card temperatures and clock speeds while playing the game. CPU-Z can check processor clock speeds, SpeedFan can check processor temperatures, and GPU-Z can check both for the video cards. It's likely that something in Nvidia's driver package can monitor video card temperatures and clock speeds, but I have an AMD card, so I can't check.
If you're still getting the huge slowdown, then you want to be able to see temperatures and clock speeds while you get the huge slowdown, to see if you're overheating. It would be ideal to have other programs running on a second monitor, but just sticking them on top of the game will work, too. Closing the game and then checking temperatures and clock speeds will not work, as they'll change greatly before you check them.
-----
On another note, you've got a very nice Ivy Bridge quad core processor and a somewhat older but still pretty nice video card. And then you're pairing it with a glacially slow WD Caviar Green hard drive. That won't cause your immediate problems, but it will make your whole system really sluggish. As in, tell the computer to do something and sit and wait an unreasonably long time for it to respond and do it.
If you've got the budget for the other nice hardware, then you really should look into getting an SSD. In the US, a good ~120 GB SSD can be had for about $100. I'm not sure what that translates to in Sweden, but it should be possible to get an SSD with plenty of capacity for the OS and your main programs for a lot less than you paid for the processor or video card. Bulk data can go on the hard drive, because for things like videos, pictures, and music, it doesn't matter if the hard drive is slow.

I know it won't sound as techy and pro as the others, but I'm more for a hands on approach...
For overheating issues, if you have a table fan, open the case, aim it at the CPU / GPU, put it at max speed and see if you still crash / slowdown as much.
It's only temporary, but if suddenly nothing bugs and everything starts running smoothly...
You'll know what to fix.
PS: I would also encourage you to do everything the white-gloves lab tech people suggest you to do. :-p
