In it's current state, the ONLY REQUIREMENT for getting We Are The Champions Perk is to speak to the Champions, named- Defender, Witchcraft, Kinetik, Ironclad, Sapphire, and Launch the Ironclad Defense.
This one has some problems unique to it's completion.
First and foremost is the ability to speak with Sapphire, who may or may not be there when you first see her AND if you don't know you need to talk to her for a perk, you probably not even bother to wait for her. If you miss her, there's no where that will give you credit for it later in the game- NO I tried to talk to her in VB and it didn't work.
Next; since Alerts, you can't actually talk to either Ironclad OR Kinetik, BUT you can still get credit for them, later in the game, while you can't get credit, even if you EVER come across Sapphire later in the game.
With Tutorial the way it is, you can't just run through it anymore at lvl 1 and get to MC. So you have to do the Launch the Ironclad Defense. This should be the unlock for you to 'talk to the Champions' later in game for credit. There's also a bug that if you are teamed and one member does that launch, no one else gets credit for the launch. This needs to be changed so if you do team the HQ and you aren't the one who actually launched Ironclad Defense, you still get credit as though you launched it.
To make these changes on this scale, and in all fairness to those who are gimped by the Sapphire and/or Launch- ONLY due to being teamed, they should AUTOMATICALLY be given full credit for it, since they were there to do the One and ONLY REQUIREMENT, teamed or not, and that was Launch the Ironclad Defense. Then you can add the notation to the perk- *Only upon completion of Launch of Ironclad Defense in Tutorial. This way there will be no more confusion AND no more HATING on Sapphire later in the game.
You HAVE to do the Tutorial to Launch the Ironclad Defense and THAT- unlocks your ability to talk to the Champions later in game for credit, because you were all TOO BUSY with the Qlaar to stop and chat.
This could pose another problem, IF and only IF the perk still gave credit to those who skipped the tutorial and talked to the Champions later in game. They would have to be given Full Credit as well because of the glitch of just being able to talk to the Champions to get credit. If the Launch is the Key to Unlocking the rest of the Perk- Talk to the Champions, then this will solve the issue of those who skip the Tutorial, since they have to talk to them later anyway, they just won't get credit, because they didn't unlock that benefit since they didn't Launch the Ironclad Defense.
I realize this is talking in circles and I apologize, but I hope this fixes an issue that was a problem from way back. I would really like to see this fixed.

I noticed already long before On-Alert, that talking to Witchcraft in the Desert didn't worked anymore.

On a more serious note, considering a lot of perks have gone missing, that STEAM doesn't grant success retroactively, and that perks serve no purpose at all right now...
